- This is a Sources Sought Request / Request for Information (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to award for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The Army Contracting Command - Aberdeen Proving Ground, Belvoir Division is seeking information on system designs and concepts for a new Digital Dual Use Sensor (DDUS). The DDUS program is seeking several novel innovations in diverse technical areas. Respondents are encouraged to respond to any or all of the technical areas that their organization can provide capabilities in. The DDUS is envisioned as a high pixel count dual-band infrared sensor module capable of providing high-quality imagery for both threat warning and for pilotage/situational awareness applications on future Army Aviation platforms. This RFI survey will be managed by the US Army Research Development and Engineering Command (RDECOM), Communications and Electronics Research and Development Engineering Center (CERDEC), Night Vision Electronics Sensors Directorate (NVESD), which seeks to advance the Army's current IR imaging technology through innovative investigations and development of advanced multi-mission sensors. II. This RFI survey requests specific system design information on dual-use imaging infrared focal plane arrays (IRFPA) detector and readout integrated circuits (ROIC) components. These new IRFPA and ROICs designs are intended to be capable of providing high-quality thermal imaging for aircraft pilotage and situational awareness under degraded visual environment (DVE) conditions, while simultaneously providing real-time detection and localization of missile or rocket threats via passive thermal imaging of launch signatures. In addition to addressing these primary capabilities, it is desired that these IRFPAs and ROICs will also support detection of bursts of small arms fire, and full frame dual-band imaging. To meet these multi-mission requirements with a single sensor module will require large-format, dual-band infrared imaging IRFPAs along with high-frame rate, high dynamic range, multi-function ROICs. A previous RFI, number W909MY-17-R-J012, asked for inputs for how a potential dual-use imaging sensor system would be designed, and inputs on the necessary design trades for setting system requirements. This RFI now seeks a proposed design strategy for the individual components of the sensor system, namely the infrared focal plane array (IRFPA) with a custom readout integrated circuit (ROIC), an integrated Dewar cooler assembly (IDCA), and a prototype DDUS camera capable of use outdoors and for limited flight testing. Suggestions for modifications to the proposed IRFPA and ROIC component requirements as well as IDCA and camera-level requirements are welcome if supported with well-defined technical rationales. When responding to this RFI request, the vendor is asked to address one or more of the following technical areas (TAs): TA1) ROIC design TA2) IRPFA Detector design TA3) Integrated Dewar Cooler Assembly (IDCA) design TA4) Camera Prototype Design TA1) ROIC design 1) Please describe a proposed readout circuit (ROIC) design approach that addresses how this approach will seek to meet the threshold and objective ROIC specifications defined in Attachment 1; 2) As part of the response to the ROIC design requested above, please make sure the following potential issues are addressed if relevant: a) Any design, power, or processing advantages to asynchronous detection for multi-function ROIC operation b) Any anticipated issues with power, routing, or processing to enable requested high data rates to be handled together with full output of midwave and longwave signals; c) What, if any, types of on-chip readout integrated circuits (ROIC) data processing (ratio, binning, non-uniformity correction) would be possible or would enhance future system performance; How would data bandwidth be managed with the given threshold and/or objective frame rates and resolutions; d) How much power a ROIC meeting the specifications in Attachment 1 would require; What design trades could be considered to reduce power consumption including requirement relaxation and/or mode switching; 3) Along with the proposed ROIC design approach responses, you are invited to make any recommended modifications or changes to the proposed component requirements as defined in Attachment 1. Please provide your rationale for these changes; TA2) IRFPA Detector design: 1) Please describe a proposed IRFPA design approach that addresses how this approach will seek to meet the threshold and objective IRFPA specifications defined in Attachment 1 2) As part of the response to the IRFPA design requested above, please make sure the following potential issues are addressed if relevant: a) Any suggested FPA architectures to enable the simultaneous detection of signals; b) Any suggested pixel architectures to enable midwave and longwave signals to be spatially co-located; c) Any ideas of the currently expected spectral crosstalk ratio between midwave and longwave bands and any concepts to reduce spectral crosstalk 3) Along with the proposed IRFPA design approach responses, you are invited to make any recommended modifications or changes to the proposed component requirements as defined in Attachment 1. Please provide your rationale for these changes; TA3) Integrated Dewar Cooler Assembly (IDCA) design 1) Please describe a proposed prototype camera integration approach that makes use of IRFPA/ROICs detailed for TA1 and TA2 and that meets the threshold and objective camera specifications listed in Attachment 2 2) As part of the response to the prototype camera integration concept requested above, please make sure the following potential issues are addressed if relevant: a) The types and number of Dewar feedthroughs that could be necessary to enable the access to the full data rate MWIR and LWIR outputs b) The cooling power and/or cooler innovations that would be necessary to properly cool an IDCA with the specifications defined in Attachment 1 & 2; Any potential Dewar/cooler trades needed to reduce power consumption 3) Along with the proposed camera prototype design approach responses, you are invited to make any recommended modifications or changes to the proposed component requirements as defined in Attachments 1 & 2. Please provide your rationale for these changes. TA4) Camera Prototype 1) The government anticipates executing a demonstration dual-band wide field of view lens which will be made available to all camera performers. Please describe a proposed prototype camera integration approach including a government-furnished lens that addresses the following items: a) The use of IRFPA/ROICs that meet the performance requirements detailed for TA1 and TA2, and an IDCA design that meets the requirements defined for TA3. b) Integration with demonstration lens into a prototype housing suitable for outdoor operation c) Prototype electronics and firmware to enable camera control and full-rate capture of all IDCA output data d) How the proposed approach will seek to meet the threshold and objective camera specifications listed in Attachment 2 2) As part of the response to the prototype camera integration concept requested above, please make sure the following potential issues are addressed if relevant: a) How the data output from a potential camera could be handled to enable full data capture for subsequent processing; What type of physical connections and protocols could be used to allow for these data rates; b) The cooling power that would be necessary to properly cool a prototype camera with the specifications defined in Attachment 1 & 2; Any potential camera design trades needed to reduce power consumption and/or heat load; 3) Along with the proposed camera prototype design approach responses, you are invited to make any recommended modifications or changes to the proposed camera requirements as defined in Attachments 1 & 2. Please provide your rationale for these changes. If the vendor chooses to not respond to one or more of the technical area information requests, please discuss potential partnerships or collaborations that the vendor would consider to obtain the program goal of an IRFPA integrated with a ROIC in a prototype camera as defined in TA sections 1-4.
