- This is a Notice of Intent to Sole Source announcement only. The Department of Veteran Affairs, Overton Brooks VAMC, intends to award a sole source Firm-Fixed Price Delivery Order for retrofitting and updating of the existing interior signage systems, originally acquired from Creative Sign Service to Sayres and Associates Corporation in accordance with 38 U.S.C. 8127-8128 (Sections 502 and 503 of P.L. 109-461), FAR Part 6.302-5(b)(6); VAAR 819-7007; FAR 8.405-6(a)(1)(i)(c) and Veterans Benefits Act of 2003 (Public Law 108-183). This is not a request for competitive offers and no solicitation is available. Market research has determined that re-using the existing sign holders, foundations, sign structures, etc. will result in significant government cost savings versus full replacements. The items are only available from the sole authorized distributor for Creative Sign Service, Inc- (Sayers and Associates Corporation). The wayfinding system must match and be compatible with the existing wayfinding system. The Government intends to award the contract with an effective date of 1 September 2017 to Sayres and Associates Corporation, 55 M Street, Ste 200, Washington, DC 20003. This acquisition is for the augmentation and retrofitting of the existing interior signage system for Overton Brooks VA Medical Center. The existing signage system was acquired from Creative Signage and their sole authorized dealer is Sayres and Associates Corporation, a Service Disabled Veteran Owned Small business with a GSA Contract. Re-using the existing sign holders, foundations, sign structures, etc. will result in numerous cost and non-cost advantages. The VA Central Office Signage Guidelines advises Implementation of a component (sign) system requires commitment to a specific manufacturer s system. For the above-mentioned reasons, it is essential to the Government s requirement to continue using the existing signage system, thereby precluding consideration of a product manufactured by another company. Accordingly, Sayres and Associates Corporation is the only firm capable of providing the system described without the Veteran s Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within five (15) calendar days of this publication by contacting Veronica Maskell via e-mail at veronica.maskell@va.gov. Telephone inquiries will not be accepted. Those interested firms must indicate whether they are large, small, service disabled veteran owned, veteran owned, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Furthermore, the company must be a certified distributor of the required equipment. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
