- Performance Work Statement SOURCES SOUGHT TECHNICAL DESCRIPTION FOR DESKTOP ANALYTICS DATA INTEGRATION AND REPORTING INTRODUCTION The Department of the Army (HQDA), Office of the G-8, Force Development (FD) Directorate is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform desktop analytics data integration and reporting support to the HQDA, Office of the G-8-FD Directorate. The intention is to procure these services on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT." PROGRAM BACKGROUND The Force Development Directorate (FD) has a continuous requirement to support the Army's mission and soldiers. In that regard, FD validates, prioritizes, analyzes and integrates requirements in order to provide the current and future Army, with timely and decisive war fighting capabilities that support successful accomplishment of the National Military Strategy. In these resource constrained times, as HQDA consolidates and draws down in size, this Directorate has and will continue to transform as it assumes additional capability development-related responsibilities. The Directorate's support personnel provide on-site expertise in direct support of the Agency's mission and priorities as set forth by the G-8-FD. One of the critical assumptions in the Army's acquisition reform efforts, divestiture planning and recurring need of the Army Requirements Oversight Council (AROC) / Strategic Program Analysis Review (SPAR) is the ability to see ourselves as an enterprise level. This view is driven by data; data that is enabled by our significant investments in business systems as well as our audit work that will significantly improve transactional accuracy. The Army Material management enterprise (Requirements, PPBE and Acquisition) has an opportunity to enable better acquisition decision making and reinforce reform efforts by making better use of available data. The linking together of data from requirements, PPBE and acquisition support systems to provide the needed common operating picture and enable improvements in material management is the goal of this effort. The Army G-8 Force Development Directorate requires an enterprise view that pulls key data elements from these processes in real time and pushes the key metrics to the desktop in support of analysts and leaders. Task: to provide accurate and real-time visibility of approved and funded equipping requirements, financial management data with a link to procurement quantities, appropriation budget justification detail, financial execution data and the ability to provide this data to produce decision support products that can be leveraged to provide a common picture across the Army material enterprise. To provide that visibility, the Director of Resources requires a fast, proven, and scalable integration capability that can leverage a wide variety of non-standard data, using currently available software to quickly produce a total, integrated picture of the status of the Army's RDA (Research Development, and Acquisition) program on a near real-time basis. ELIGIBILITY The applicable NAICS code for this requirement is 541611 with a Small Business Size Standard of $15,000,000. The Product Service Code is R699. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) A draft Performance Work Statement (PWS) is attached for review. (Attachment 1) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. All responses under this Sources Sought Notice must be e-mailed to Ashley.d.clark26.civ@mail.mil. This documentation must address at a minimum the following items: 1.) What experience does your company have with integrating data for decisions and synchronization for financial, logistics and force management structure information? 2.) How familiar is your company with the different databases and systems used within G-8 FD and identified within the PWS? Do your company have any experience with these system and in what capacity? 3.) What experience does your company have with using Microsoft Office applications to integrate data from multiple systems to provide near real time, decision ready information? 4.) Can or has your company managed a task of this nature? If so, please provide details. 5.) What specific technical skills does your company possess which ensure capability to perform the tasks? 6.) What type of work has your company performed in the past in support of the same or similar requirement? 7.) Can or has your company managed a team of subcontractors before? If so, provide details. 8.) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company's ability to perform at least 50% of the tasking described in this PBSOW for the base period as well as the option periods. 9.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 10.) Respondents to this notice also must indicate whether they qualify as a 8(a) small business concern. 11.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. 12.) Provide your company's General Schedule Administration (GSA) Labor categories that specifically match the Labor categories of the PWS. 13.) Confirm that your company is able to perform the requirements of the PWS under this schedule. 14.) Do you offer these services on an existing MAC or GWAC etc. If so please provide contract vehicle name and contract/ schedule number. 15.) Can you FFP this work? If not please explain why and which contract type would be more suitable. Specifics regarding the number of option periods will be provided in the solicitation. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Ashley Clark, in either Microsoft Word or Portable Document Format (PDF), via email Ashley.d.clar26.civ@mail.mil. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
