- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below. Responses to this notice shall include the following: Company Name, Address, phone, website Point of contact with phone and email DUNS number, Cage Code and Tax ID Number Contract # if quoting on a GSA/FSS/NASA SEWP or other Contract vehicle Type of small business e.g. SDVOSB, HUBZone, 8(a), WOSB, VOSB, etc Must provide a capability statement that addresses the organizations qualifications and ability to meet the requirements in the Statement of Work and example of products or brand name items as appropriate. Any responses involving teaming agreements/subcontractors should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners/subcontractors. The Government will use this information in determining its small business set-aside decision. Status as a Foreign-owned/foreign-controlled firm and any contemplated us of foreign national employees on this effort. Only written responses sent by email to Theresa.hamilton@va.gov will be considered for market research to evaluate socioeconomic set aside opportunities and development of solicitation strategy. No post mailed responses will be considered. All responses must be received on or before 6pm Eastern Standard Time on the Response Due date listed under General Information. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Solicitations may be posted on FBO or GSA eBuy. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No pricing or quote is requested with this posting. All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. No solicitation document is available at this time; this notice is to acquire information only. Vendors interested in providing an offer will have to respond to a solicitation announcement published separately. No additional information is available other than what is noted in this posting. All interested parties are instructed not to call the individual VA medical centers requesting more information. Statement of Work Key Management System The Carl T Haden VA in Phoenix, AZ is in need of a Key Management System that controls the multiple keys that are in use throughout the medical facility 24/7. It shall have the capability to customize the parameters, control the usage, and if our procedures are not adhered to, we will be able to generate reports to view who, what, and when the key was used or removed. Access to the keys system will be limited as it will be installed in a secure room and reports viewed only by EMS supervision. This system will streamline our processes to maximize efficiency and control. Key control system to include: An 80 key fob cabinet with 80 key fobs (dual controlled access number keypad and biometric fingerprint), a biometric (fingerprint) keyboard for entering key and user information, a computer with monitor for viewing reports, installation, onsite training, & one year of premier level warranty and tech support. There will be no required support after the first year of operation. Specifications of the system shall meet or exceed the following: Key cabinet System: metal construction, wall mountable or freestanding, low voltage (battery or single phase 110 AC) expandable with additional cabinets or additional fobs. keypad controlling cabinet Biometric and number keypad controlling cabinet access allowing either a fingerprint or a numerical access for opening the cabinet outer door. 1.2 Fobs (80) which attach to the keys and lock into the cabinet, allowing instant identification of who has a fob, which key and area is attached to the Fob, and when the Fob was removed from the cabinet as well as verifying how many keys remain. 1) Administrator coding who can remove which fobs from the cabinet and limiting access to master keys. 2) User walks up to cabinet, either places finger on biometric device for access or uses keypad with assigned numerical access number. 3) The cabinet door is opened and small backlights identify which fobs could be removed by this person. 4) A fob is selected and released by the cabinet (the system records the who when and which fob) 5) The outer cabinet door is closed. 6) Reports can be generated daily, weekly, and monthly. 2.0 Computer with monitor a. HP Prodesk G3 - 128 SSD - 4GB Ram - W10 IOT SQL dbase or equivalent b. ELO Monitor - ELO1515L or equivalent c. Biometric keyboard- Digital Persona 88009-001 or equivalent The biometric key board is a Digital Persona keyboard with built in biometric reader for User authentication to log into the program in order to check keys in or out of the system. The software is accessed by either an assigned PIN code or the biometric reader for each user. d. CD-ROM software (back-up) e. Instruction manual for coding keys and personnel access f. Standard Manufacturer Warranty Initial training and tech support for 1 year 3.0 Installation a. Onsite installation to be completed within 60 Days ARO b.
