- Pre-Solicitation Notice The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 10), Cincinnati, Ohio 45220-2637 intends to solicit quotes from contractors, via an Open-Market SDVOSB Set-Aside, to provide HVAC Duct Cleaning and Inspection Services (See Below), using a Firm-Fixed Price (1 year Base + 4 Option Years) contract as the procurement method. Places of Performance: Cincinnati VA Medical Center 3200 Vine Street Cincinnati, Ohio 45220-2637 513-861-3100 Fort Thomas VA Medical Division 1000 S. Fort. Thomas Ave. Fort. Thomas, KY. 41075 The VA anticipates issuing an open and continuous solicitation for this requirement on or about 08-15-2018. Quotes will be accepted for a 20 day period commencing with the issuance date of the solicitation. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the quote submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the FBO website (https://www.fbo.gov) so that they are notified of the issuance of the solicitation and any amendments. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in VetBiz database if applicable (VetBiz registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no contract can be awarded to any offeror not registered in SAM. NAICS Code is 238220 with a Small Business Size Standard of $15 Million. The solicitation will be issued to SDVOSB vendors on the Open-Market. Please contact the VA, via the contact information below if you are a small business and believe that you can supply this service. One award is expected to be made. All responsible sources may submit quotes to be considered by the Department of Veterans Affairs. The VA will only consider proposals from contractors who are registered as mentioned above and no on the Excluded Parties List. This procurement will be awarded on the basis of the lowest price technically acceptable, main selection factor is the contractors price, after past performance and technicality are reviewed and found acceptable. Additional information will be provided in the solicitation covering the following areas: Period of Performance for base and option years Quality control requirements Labor determinations Security requirements and background checks for contractor personal Training Post Award Conference Invoicing requirements Etc. The government anticipates that performance will be ongoing throughout the life of the contract. Please provide an email response of interest in the solicitation. This will allow contact when it is released from the contracting activity. This response should include, but not limited to: Company name, address, contact information and DUNS # Department of Labor, labor categories expected to perform under the contract Brief history of historic relevant performance. Confirmation of intention to compile with completing at a minimum 51% of the work under the contract as finalized at award. Attachment # 1 Scope of Work SCOPE OF WORK CINCINNATI DIVISION: (A) The following areas are to be cleaned on a quarterly basis: (a) Building s 1, 2, 8, & 15. (1) Building 1, East Wing: Intakes on Generator Room. (2) Building 1, C-Section: Intakes on Generator Room (3) Building 1, Room A22: Transformer Room Intakes. (4) Building 1, Transformer Room A: Intakes (5) Building 1, Negative Pressure Rooms: (See Attachment 1 for list of all rooms). (See Attachment 4, for list of equipment to be cleaned in each room. (6) Building 1, Rooms C-346, C-347, C-348, C-349, C-350, C-353, C-354; Diffusers and grilles in cysto and operating rooms. They shall be vacuumed and washed. Also, all adjacent ceiling tiles shall be cleaned or replaced as necessary. All cleaning agents and ceiling tile will be provided by the Government. (See complete list of Building Equipment, Attachment 4, for locations and types). (7) Building 8: Generator Room Intakes. (8) Building 1, 2, 8 & 15, Change Pleated Filters: All filters are provided by the Government. (B) The following areas are to be inspected on a quarterly basis: (a) BUILDING NO. 1, 3, 2, 8, 13, 15 and FISHER HOUSE: (1) Clean all Air Handling Units (Supply, Return, and Exhaust): This includes pressure cleaning all intakes, coils, clean interiors, lubricate dampers and treat drain pans. Clean and lubricate all fans and fan housings. The contractor to straighten or comb bent fins on HVAC units. All lubricants & drain treatment materials will be provided by the Government. (2) Complete Scheduled Filter Change: (See Attachment 2 for list of all filters to be changed on a semi-annual basis). All filters are provided by the Government. (3) Clean and inspect all ceiling and floor mounted induction units throughout the Cincinnati Division (207 units). All units must be cleaned and checked for correct valve operations. (See complete list of Building Equipments, Attachment 4, for locations and types). Remove covers, clean coils, and inspect lint screens and diffusers on all induction units. Replace lint screens and diffusers where necessary. The contractor to straighten or comb bent fins on split HVAC units. All lint screens and diffusers will be provided by the Government. (4) Clean and inspect all heat convectors throughout the Cincinnati Division (840 units). All convectors shall be cleaned and checked for proper operation. Remove covers and clean coils. The contractor to straighten or comb bent fins on heat convectors. (5) Clean and inspect all fan coils located throughout the Cincinnati Division (269 units). The contractor shall clean coils and replace filters. The contractor shall treat drain pans, clean and lubricate blower motors, blower wheels and change v-belts on fan coils that are belt driven as necessary. The contractor to straighten or comb bent fins on fan coil units. All filters, belts, drain treatments and lubricant will be provided by the Government. (6) Clean and inspect all mixing boxes throughout the Cincinnati Division (89). The Contractor must vacuum and verify for proper operation. (7) Clean all diffusers and grilles throughout the Cincinnati Division (3233 units). They shall be vacuumed and washed. Also all adjacent ceiling tile shall be cleaned or replaced as necessary. All cleaning agents and ceiling tile will be provided by the Government. (8) Building3: The contractor shall remove all through-the-wall Air Conditioning Units (55 units) and pressure clean condensers, evaporators, (8 units) glycol coils, (55 units) steam coils. The Contractor shall treat drain pans, lubricate and clean motors, blower wheels, and clean or change filters as needed. The contractor to straighten or comb bent fins on units. All filters, belts, drain treatment and lubricant will be provided by the Government. (See Attachment 4 for list of equipment and locations. (9) Clean and inspect all exhaust fans located throughout the Cincinnati Division (121 units). Clean and lubricate all fan housings. Change belts as necessary. All cleaning agents, lubricants and belts will be provided by the government. (See Attachments, 4, 5, 6, 7, 8 and 9 for list of equipment and locations). (10) Clean and inspect all other equipment located throughout the Cincinnati Division (49 units). Clean and lubricate all other equipment (See Attachments 4, 5, 6, 7, 8 and 9 for list of equipment and locations). (11) The above listed quantities/number of units in parentheses is for general information only. The Contractor is obligated to clean and/or inspect listed equipment items in Attachments 1 through 9. Inspect the interior of all ductwork. (See paragraph C.6.) BUILDING NO 64 (FORT THOMAS DIVISION): All work at this division is performed on a Semi-Annual basis: Clean and inspect 3 ea. Air Handler Units located in the penthouses the roof of Building No 64. Clean approximately (162) ceiling supply diffusers, and (134) ceiling return grilles. All located in various rooms on the second and third floors of Building No 64. Clean intakes and vent grilles, and screens in the AHU Penthouses. Contractor shall change filters semi-annually. Clean all Air Handling Units (Supply, Return and Exhaust): This includes pressure cleaning all intakes, coils, clean interiors, lube dampers and treat drain pans. Clean, inspect and lubricate all fan and fan housings. The contractor to straighten or comb bent fins on fan coil units, heat convectors, and split HVAC units. All filters, belts, drains treatment and lubricant will be provided by the Government. Clean (5) roof mounted exhaust fans. This includes exhaust grilles in various areas on the first, second, and third floors. Generator Room: Clean Air Intakes. Clean and inspect Air Handler Units either in the Basement, First Floor or outside of Building No 64 at the Basement level. Clean associated ceiling diffusers and Return Air Grilles. This includes pressure cleaning all intakes, coils, clean interiors, lube dampers and treat drain pans. Clean, inspect and lubricate all fans and fan housings. The contractor to straighten or comb bent fins on fan coil units, heat convectors, and split HVAC units. All filters, belts drain treatment, and lubricant will be provided by the Government. Inspect the interior of all ductwork. (See paragraph C.6.) A.9 GOVERNMENT FURNISHED MATERIALS: The Government will provide the following supplies (filters, screens, diffusers, charcoal, purafil cells, belts, cleaning agents, ceiling tile, lubricants, drain treatment materials, trash bags, dumpster use and architectural floor plans) to perform the duties prescribed within.
