- Amendment 0002, FA3002-16-R-0019-0002 Pre-Proposal Conference and Site Visit Attendees Pre-Proposal Conference and Site Visit Slides Summary of Changes dated 3 Aug 2017 PWS dated 3 Aug 2017 Updated Sections L&M dated 2 Aug 2017 Updated Performance Incentive Plan 2 Aug 2017 The 338 Specialized Contracting Squadron (338 SCONS), JBSA-Randolph TX is conducting an acquisition for Sheppard Air Force Base (SAFB) Base Maintenance Contract (BMC) re-competition and follow-on contract. This is a formal solicitation notice to provide non-personal, performance based civil engineering support services for the 82nd Training Wing and 80th Flying Training Wing, SAFB, TX. The North American Industry Classification System (NAICS) code for this request for proposal (RFP) is 561210, Facilities Support Services. The small business size standard is $38.5 million. This is a full and open competition and will be evaluated using the Lowest Price Technically Acceptable (LPTA) source selection method. The source selection will be conducted in accordance with Federal Acquisition Regulations 15.3 as supplemented by Department of Defense (DOD) Source Selection Procedures, Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315 Contracting by Negotiation, and AFFARS Mandatory Procedures 5315.3 Source Selection. For the SAFB BMC re-compete, the Service Provider (SP) shall provide all personnel, equipment, tools, materials, supplies and supervision required to accomplish a broad range of BMC civil engineering services. The SP shall meet all requirements and responsibilities in the attached Performance Work Statement (PWS). The Government anticipates a single award as a result of this solicitiaton. The contract will have an 12-month base period, which includes the 30-day Period of Performance (PoP) for mobilization, followed by four, one-year option periods, and two, one-year incentive option periods. *****Additional RFP Questions are due Tuesday, August 8, 2017 at 12:00pm Central. *****Proposals are still due Friday, September 8, 2017 at 12:00pm Central. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement.
