As stated in Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers, and shall not be accepted by the Government to form a binding contract. As stated at FAR 52.215-3, RFI for Planning Purposes; the Government does not intend to award a contract on the basis of this SS/RFI or to otherwise pay for the information. Sources Sought/REQUEST FOR INFORMATION (SS/RFI): This SS/RFI is issued as market research, solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotation) or promise to issue a solicitation in the future. The information provided in response to this SS/RFI is for discussion purposes and any potential strategy that may be developed from these discussions would be the subject of a separate, future announcement. The information received in response to this SS/RFI may be utilized by the United States Air Force (USAF) in developing an acquisition strategy, and requirements documents (i.e.; Statement of Objectives, Performance Work Statement, or Purchase Description). The USAF requires that only non-proprietary information be submitted in response to this SS/RFI. The USAF shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted. The Enterprise Tinker Commodity Council (ETCC) is a multi-functional team chartered to create innovative strategies to drive efficiencies and performance improvements to the USAF supply chain. ETCC is directly responsible for developing logistics support strategies for USAF managed aircraft accessories, instruments, and engine components. PURPOSE: This SS/RFI is intended to identify commercial industry capabilities available to potentially meet Air Force requirements for a third-party Parts Integrator to support Commodities Maintenance Group (CMXG) workload at Tinker AFB specific to B-2 depot level repairable (DLR) items. Any potential contract arrangement which may eventually result from this SS/RFI must not adversely impact partnering efforts already in place or pending award/performance start. The ETCC is requesting industry input on commercial capabilities available to: 1) Manage obsolescence, regardless of source of supply a. Identification b. Resolution c. Integration testing & approval through Northrop Grumman Corporation, if required 2) Secure working agreement with Northrop Grumman on B-2 parts repair, manufacture, and integration 3) Source and provide B-2 unique consumables 4) Utilize DLA as a primary source of supply 5) Support internal Job Route processes 6) Build and maintain Bills of Material in support of Air Force organic depot repair activation efforts 7) Forecast piece part requirements to the Defense Logistics Agency, (DLA), Northrop Grumman inventory control point(s) (F59), and the US Air Force 8) Provide technical support 9) Enable technology insertion to improve end-item Mean Time Between Failures (MTBF) The duration of this contract is TBD but would likely be a minimum of 5 years total, including options. A potential 3PL integrator must be able to seamlessly absorb new workload as B-2 organic depot repair capability is established for items currently supported through Interim Contractor Support. Based on responses to this SS/RFI, it is anticipated that, at some future date, a solicitation or series of solicitations may be issued to pursue opportunities for contract award. A pre-solicitation notice may be published in FedBizOpps prior to the release of any solicitation generated from the information gathered in response to this SS/RFI. Not responding to this SS/RFI will not preclude participation in any future solicitation. SMALL BUSINESS PARTICIPATION: The Government is interested in all businesses to include, Small Businesses, Small Disadvantage Business, 8(a)s, Service-Disabled Veteran-Owned, Small businesses, Hubzone Businesses, and Women-Owned Small Businesses. The Government requests that interested parties respond to this notice as a prime or subcontractor as applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Please indicate whether your interest is as a prime contractor or as a subcontractor Vendors are encouraged to provide feedback within the context of component DLR supply support or distinguish between aircraft and propulsion component DLR system supply support. Please provide responses to the following: 1. Experience resolving B-2 obsolescence 2. Performance as a Prime parts support integrator 3. Collaborative forecasting experience with DLA 4. Existing or previous partnerships or collaboration with Northrop Grumman Corporation 5. Prior experience obtaining B-2 program clearance 6. Describe potential initiatives to establish, maintain, and improve DLR end item availability and ways such availability could be measured (i.e., by Requirements Objective, Asset Availability, Order Response Time, or Not Mission Capable - Supply (NMCS) rates). Describe the logistical elements that should be considered or could be affected by this initiative. (Logistics elements include: Materiel Management, Distribution, Technical Data Management, Maintenance, Training, Cataloging, Configuration Management, Engineering Support, Obsolescence Management, Technology, Refreshment, In-Service Support Analysis, Repair Parts Management, Failure Reporting and Analysis, and Reliability Growth). 7. Discuss experience working with OEMs to obtain parts and engineering support. 8. 9. Discuss potential initiatives to minimize diminishing sources challenges. 10. 11. If your firm has performed under a DoD or commercial contract, provide best practices, to include lessons learned. For DoD contracts, please provide the DoD agency, contract number and contact information. For commercial contracts, please provide similar contract information if possible. Briefly describe any anticipated or potential constraints & challenges which may be experienced by a private-sector integrator supporting a public-sector production facility. Discuss anticipated number of personnel involved, their required skill sets and skill levels, and the organizations' provision of training to ensure qualified personnel are available. SUBMISSION OF INFORMATION: Responses to this SS/RFI must be readable by Microsoft Office or Adobe software. Responses to this RFI shall be unclassified and should not exceed 20 pages in length. Prior to the response date, if necessary, potential respondents may request clarifications by email. Significant ETCC responses to a potential respondent's request for clarification will be posted to FedBizOpps under this Sources Sought. ETCC may provide feedback to respondents regarding their response to this SS/RFI. All interested parties are invited to submit a response to this SS/RFI on 01 September 2017, 3:00 PM, Central Daylight Time (CDT).
