Description
Synopsis: The U.S. Army Corps of Engineers (USACE) Middle East District (TAM) intends to solicit construction firms experienced in working in the Middle East region who are interested in submitting a Firm-Fixed-Price (FFP) offer for this project. TAM is anticipating a design-build project at The Kuwait Ministry of Defense (KMOD) at Camp Arifjan, Kuwait. A FFP contract will be awarded to a prime design-build construction contractor. Project Scope: The scope of the project includes the following: The KTR shall construct 6 on-story vehicle parking buildings as the site plan indicates. The building will be pre-engineered metal building system with concrete masonry infill walls. Insulated metal roof panel shall have R40 and wall panels R20. Exterior man doors shall be level IV heavy duty insulated doors (U+0.7) with 14 GA sheet metal. The interior doors shall be solid core wood doors with stain wood veneer finish. Interior will be furred out with metal studs and impact resistant gypsum wall boards. The exterior wall assembly shall have R20. The concrete floor will have a smooth finish. The bathroom will have ceramic tiles up to 2200mm above finished floor, and paint above tiles to 150mm above the suspended ceiling tiles as indicated in design drawings. Interior walls shall be painted except for the prefinished insulated metal panels. A. The anticipated period of performance is 656 calendar days. B. The magnitude of the project is between $25,000,000 and $100,000,000. Proposal Procedures: The Request for Proposal (RFP) will be issued only to prime contractors. Copies will not be released to suppliers, subcontractors and plan rooms. The acquisition will result in the procurement of a single award, firm-fixed price (FFP), two-step contractor selection, design-bid (D-B) construction contract. This contract is part of an overall USACE Acquisition Execution Strategy for D-B projects to support U.S. and partner nation defense and security requirements in the U.S. Central Command Area of Responsibility (CENTCOM AOR) within Kuwait. Evaluation criteria will be stated in the RFP. The Government may include options in the letter RFP. Submission Requirements: Provide your experience as a Prime Design-Build Contractor completing design and construction of various construction to warehouses. List 2-5 projects that demonstrate your recent experience and ability to perform similar scope and size projects (preferably projects in Kuwait or the Middle East). Include project scope, location, magnitude, reference contact, and date completed or percent complete if still in progress. Similar projects should have a magnitude of at least $25-$100M and should have been performed within the past five years. Firms will be required to submit qualifications and letters of commitment for the following contractors, subcontractors, or consultants being proposed: APS 500 Warehouses structural inspector, project designer of record APS 500 Warehouses contractor, and third-party inspection firm. Government will evaluate contractors using a two-step contractor selection process by first qualifying contractors using Technical Approach and Past Performance, then using Financial Surety (Bonding) and Price. Proposal Period: This notice is for market research purposes only and is not a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
