- Sole Source Intent Notice 125 Ton Drop Table for Passenger-Rail Service Building (PSB) at the Federal Railroad Administration (FRA) Transportation Technology Center (TTC), Pueblo, CO The Federal Railroad Administration (FRA), Washington, DC, intends to award a Sole Source, Firm-Fixed Price (FFP) Contract to Whiting Corporation, 26000 S. Whiting Way - Monee, IL 60449-8160, to provide a 125 Ton Truck Drop Table for the Passenger-Rail Service Building at the FRA Transportation Technology Center as part of the Site Improvement Program. T he proposed contract action, for which the Government intends to solicit to only one source under authority of FAR 6.302, will acquire a commercial 125 Ton Model "BWH" Truck Drop Table to install in the Passenger-Rail Service Building at the TCC. The table is designed to facilitate the removal and installation of locomotive trucks and wheel sets utilizing traction motor dollies. This synopsis is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Respondents must provide a capability statement for delivering and installing a 125 ton Drop Table to the FRA TTC in Pueblo, CO. Oral communications are not acceptable in response to this synopsis. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the FRA point of contact, Mr. Isaac Rosier, Jr. (isaac.rosier@dot.gov) no later than 2:00 p.m. EST on Tuesday, 08/08/2017. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
