- UPDATE ****************** The purpose of this update is to announce an Industry Day to be conducted on Thursday, August 17, 2017 at FAA Headquarters, Room 5A/B/C, 800 Independence Ave, SW, Washington DC 20591, from 9:00 am to 12:00 pm. This Industry Day is to solicit all firms interested in obtaining additional information regarding this opportunity and to allow interested vendors to network. The FAA plans to address vendor questions and comments received by August 3, 2017. To the extent practicable, the FAA will also address comments and questions received by 3:00 pm, August 8, 2017. Attendance at Industry Day is limited to vendors that have submitted the Vendor Document Security Notice and completed the actions described below (Section 6). Interested vendors must register by emailing the names of attendees (no more than two per company) to the Contracting officer, Amy Wright (amy.wright@faa.gov) by 3:00 pm on August 8, 2017. Each attendee must bring a current, valid government-issued U.S. citizen's picture identification (such as a valid driver's license). Attendees are advised to arrive early to allow time for security screening and check-in. ******************* 1. Introduction The FAA has a requirement to perform the complete technical refresh of security systems at staffed facilities. The purpose of this Request for Information is to provide a draft statement of work and related documents to interested vendors for review and comment. 2. General Requirements Technical Refresh can vary from the replacement of fully integrated Physical Access Control system (PACS), Surveillance System, and Perimeter Intrusion Detection System, to replacing intercoms and door hardware. Access control systems must meet Homeland Security Presidential Directive 12 (HSPD-12) and National Institute of Standards and Technology (NIST) Federal Information Processing Standards (FIPS) requirements and be on the General Services Administration (GSA)approved parts list. Access control devices for small facilities will be networked to shared security servers. All facilities must be accessible for remote monitoring by the FAA's Physical Security Enterprise Management System (PSEMS) which can manage alarms, alarm video, and Personal Identity Verification (PIV) cardholder access. 2. Incumbent Contractor This is a follow-on contract to the Security Systems Design and Integration Contract (DTFAWA-08-D-00010) held by Versar Security Systems, LLC, located in Springfield, Virginia. 3. Nature of Competition It is anticipated that the acquisition strategy for this procurement will be unrestricted competition. 4. General Information The purpose of this announcement is to solicit comments and questions on draft documents for informational purposes. At the FAA's sole discretion, questions from vendors, along with the FAA's responses, will be provided to all interested parties. Identifying data about the vendors submitting will be withheld. Other than the publication of questions and answers, responses to this RFI will not be released, except as required under the Freedom of Information Act (FOIA); proprietary data will be protected from release if appropriately marked. 5. Northern American Industry Classification System (NAICS) Code The classification for this acquisition is 561621, Security System Services (except Locksmiths). The size standard associated with NAICS 561621 is $20.5 million. If you believe that another NAICS code is more appropriate to the work specified in this RFI, please provide the alternative code along with your supporting justification. A respondent's suggestion of an alternate NAICS code does not mean that the procurement will be set-aside or solicited under that alternative. 6. How to Obtain RFI documents Portions of the RFI are For Official Use Only (FOUO), Sensitive Unclassified Information (SUI) documents and must be treated appropriately. FAA Procurement Guidance T.3.14.1-6(b) provides authority for SUI. The process for FOUO/SUI documents is contained in the attached Document Security Notice (DSN) and must be adhered to prior to receiving some of the Attachments to the RFO. To receive access to FOUO/SUI documents, please complete the below actions and return signed DSN to Amy Wright at amy.wright@faa.gov and to Samantha Williams at samantha.e.williams.gov. To obtain the documents you must: A. Be registered in the Systems for Award Management (SAM) (https://ww.sam.gov) with the NAICS code listed above. B. Agree to the terms and conditions, sign and submit the Document Security Notice) DSN including a list of employees with access to the documents and a preliminary list of subcontractors if applicable. Upon receipt of the signed DSN and verification of SAM registration, the Contracting Officer will provide further instructions to the responding Company ™s named authorized representative. RFI documents are only available through a secure release by the CO. 7. How to respond to RFI Please provide comments and via email to the Contracting Officer by 2:00 p.m. ET, August 3, 2017. 8. Additional Information The responses to this Request for Information are for informational purposes. This is not a Request for Offers. The FAA is not seeking nor accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the RFI. Any costs associated with this RFI submittal are solely at the interested vendor's expense and will not be reimbursed. Responses will not be returned. If a solicitation is issued, it will be announced on the FAA's Contract Opportunities web page. It is your responsibility to monitor the web page for the release of a solicitation.
