SUBJECT: NOTICE OF INTENT TO SOLE SOURCE: Scanning Electrochemical Microscope System, Scanning Droplet Cell package, and 3)Advanced DC Voltammetry System SOLICITATION NUMBER: SB1341-17-RQ-0953 RESPONSE DATE: August 17, 2017 CONTACT POINTS: Tracy Bisson, Contract Specialist, 301-975-8448 Lynda Horton, Contracting Officer, 301-975-3725 DESCRIPTION: The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with AMTEK (Advanced Measurement Technology) for the purchase of one (1) Scanning Electrochemical Microscope System, Scanning Droplet Cell package, and 2)Advanced DC Voltammetry System. This will support the Materials Measurement Science Division's mission to build a new flexible high throughput scanning electrochemical droplet cell. This would be a new capability at NIST that would allow for materials synthesis, in situ electrochemical characterization of materials, and measurements of material properties which include corrosion, electrocatalysis, and photoelectrochemistry. An important component for the new instrumentation is the XYZ stage that is multifunctional for the scanning droplet cell technique and the scanning electrochemical microscopy. The motion controller for the XYZ stage should have an piezo-electric mechanism in all 3 dimensions (X,Y,Z) and stage dimension of 75 mm. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The scope of work for this order is a flexible high throughput scanning electrochemical droplet cell system thats fundamental purpose of the research is based on the multi-functional capability of the new instrumentation to measure material properties from various electrochemical techniques such as scanning droplet cell and scanning electrochemical microscopy. AMTEK (Advanced measurements Technology) is the only company capable of providing the unique combined capability which includes: (a) 3-directional XYZ positioning stage with a travel distance of 100-mm on each axis and resolution of 50 nm is a requirement of the fundamental purpose of research. This is needed in order to perform the intended set of experiments, the positioning stage has to accommodate the required travel distance of 100 nm in each direction. Also, a resolution of 50 nm is required to precisely complete highly sensitive electrochemical measurements. This technical specification is specific to carry out measurements which is a fundamental purpose of the research (b) The system has the ability to control the scanning electrochemical microscope and scanning droplet cell from a single base controller. (c) Flexibility of the probe and stage to include an aperture for illumination of AM 1.5G solar irradiance, a basic requirement for the intent of research (i.e. photoelectrochemical measurements). (d) Ametek offers the Verstat 3F potentiostat with the ability to be used in operation with ground cells and electrodes. The potentiostats must also be compatible with research applications separate from the scanning probe system (i.e., corrosion studies). (e)) The system offered by Ametek is compatible with automated software that can communicate with the vendor software In summary, the contractor Ametek offers the specifications mentioned above, whereas competing vendors do not offer the following specifications that are required for the basic purpose of research: (a) 3-directional XYZ positioning stage with a travel distance of 100-mm on each axis and resolution of 50 nm is a requirement, (b) The system has the ability to control the scanning electrochemical microscope and scanning droplet cell from a single base controller. c) flexibility of the system to include an aperture for solar illumination (d) potentiostat with the ability to be used in operation with ground cells and electrodes (e) compatibility with communication between vendor and user automated software. Delivery shall occur via the Contractor's standard commercial lead team which is estimated at seventy-five (75) days ARO. Research has found that only one (1) company is capable of meeting this requirement as they are the only company that can provide the unique items with the identified specifications above. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on August 17, 2017. Inquiries will only be accepted via email to tracy.bisson@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
