- This is a COMBINED SYNOPSIS / SOLICITATION for commercial services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Proposal (RFP) AG-447U-S-17-0038. FAR clauses and provisions enclosed within this RFP are those in effect through Federal Acquisition Circular (FAC) 2005-95 and are available in full text through Internet access at http://www.acquisition.gov/far. The National Forests in Mississippi have a requirement to obtain services to mechanically fell Southern Pine Beetle (SPB) infested pine trees in identified spots/blocks as further detailed in the Schedule of Items and Performance Work Statement. It is anticipated that multiple awards will be made. The United States Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The North American Industry Classification System (NAICS) code is 113310 and the small business size standard is 500 employees. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small businesses may submit an offer which will be considered by the Forest Service. Proposals are due for this combined synopsis/solicitation by August 31, 2017 at 2:00 PM Central Time and shall be submitted electronically by the specified time to jtobin@fs.fed.us. Alternatively, they may be delivered to the USFS, 100 Reserve Street, Hot Springs, AR 71901. Facsimile proposals will not be accepted. Offers shall be submitted on the SF 1449 and conform to the requirements noted in the solicitation documents. Due to the urgent and compelling need to immediately begin work in multiple areas, the Government intends to evaluate offers as received and award IDIQ contracts / issue task orders before this solicitation ends as best meets the Government's evolving needs and based on the availability of funds. The Government additionally reserves the right to end this solicitation earlier than the posted end date if all anticipated work has been awarded. All questions regarding this solicitation shall be submitted in writing to the email address noted above. Award will be made on the basis of best value to the Government as detailed in the solicitation documents. This solicitation is contingent on the availability of funds. Offerors shall be registered at the System for Award Management ( www.sam.gov ) to be eligible for award. ADDITIONAL CLARIFICATIONS: 1) CUT AREA BOUNDARIES ARE GENERALLY MARKED W/ FLAGS AND NOT PAINT. 2) TASK ORDERS WILL BE COMPETED AMONG CONTRACT HOLDERS TO THE EXTENT FEASIBLE, AS TIME AND CIRCUMSTANCES ALLOW.
