- Attachment 2- Price List Attachment 1 - OPIC Terms and Conditions RFQ-REQ-834-17-0043 **THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO DOW JONES & COMPANY, INC.** This is a notice issued as required by FAR 5.203. OPIC intends to award this sole source contract under the authority of FAR 13.106-1(b) and negotiate a purchase order with Dow Jones & Company, Inc. DBA Wall Street Journal. OPIC requires access to an electronic version of the daily edition of the Wall Street Journal newspaper along with additional, website-only features and content. The service provide access to the WSJ for up to 100 OPIC staff members. Access must be via IP address recognition with each user having a subaccount automatically setup once they login. The service OPIC seeks must meet the following requirements: General System Requirements: • Available 7 days a week with minimal downtime. • A basic search interface to all news content that enables the user to search by keyword/phrase, company name or ticker symbol. • Ability to open, print, email and save articles. • Ability to save articles in user defined collections or folders. • Ability for each user to select automated WSJ created news alerts/newsletters to be delivered via email. • Ability for each user to create their own customized news alert based on keywords or symbols. The user will be able to set a delivery time for the customized news alert. • Ability to share articles on a limited basis with colleagues both inside/outside of OPIC. • Access to a Help Desk or other interactive search assistance. • Service license must allow OPIC staff to access the service via the OPIC Intranet using IP address recognition with up to 100 users. The service should be able to create a subaccount for each user that enables the user to set up selected personal preferences. • Vendor will provide yearly usage statistics to the Information Center Manager that indicate the number of sessions and the number of document downloads. News and Financial Content: • Access to all the news content of the daily print edition of the WSJ. • Access to all editions of the WSJ including U.S., Asia, Europe and the Americas. • Access to all sections of the WSJ including Front Section, Opinion, Greater New York, Marketplace, Money & Investing and Personal journal. • Access to an archive of WSJ news going back at least two years. • News articles must indicate the section/page number from the print edition. • News articles can be displayed by the section of the paper • Access to current and historic market data including stocks, bonds, commodities and currencies. • Ability to set up and track a customized portfolio of companies. • Access to WSJ content related blogs, videos and podcasts. The North American Industry Classification System (NAICS) code for this acquisition is 511120. Small Business size standard is 1,000 employees. This notice of intent is not a request for proposals or quotes; however, all responsible and capable sources may submit statements of capabilities, which, if received within seven calendar days of publication of this notice, shall be considered by OPIC. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. This notice does not restrict the Government in any way to an ultimate acquisition approach. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.
