- Statement of Work The Department of Homeland Security, Office of Procurement Operations (OPO), Federal Protective Service Acquisitions Division (FPS AD) intends to procure, under a 100% total small business set-aside, installation and maintenance of security equipment at a facility located in SW Washington DC. FPS requires the installation of the equipment to be completed within 180 days. Subsequent maintenance periods will be optional and exercised at the Government's discretion for a period of five additional years to include a six month option pursuant to FAR 52.217-8. This requirement is being solicited as a commercial acquisition in accordance with FAR Part 12 in conjunction with FAR Part 13.5 Simplified Procedures for Certain Commercial Items. It is anticipated that a single award, fixed price, purchase order will be awarded as a result of the solicitation. The NAICS code is 561621. The size standard is $20,500,000.00. The Request for Quotations shall require the submission of a technical and price proposal. It is anticipated that the solicitation, RFQ # HSHQEC-17-Q-00022, will be released to the Federal Business Opportunities (FBO) website on or about August 11, 2017. It is the contractor's responsibility to monitor the website for the issuance of the RFQ as well as any amendments to the solicitation. All contractors must be registered (http://www.sam.gov) in the System for Award Management (SAM) prior to the submission of their proposals in order to receive an award. A site visit will be conducted at the facility on August 8th with two sessions-one at 11:00 AM and the other at 1:00PM to go over the attached Statement of Work for prospective vendors. Anything discussed at the site visit is for informational purposes only. All potential contractors are encouraged to attend; however, the site visit is not mandatory. The Government will not reimburse any contractor for the cost of attending the site visit. If you are interested in attending the site visit, please RSVP to david.s.markley1@hq.dhs.gov and josh.b.clemens@hq.dhs.gov with the name of the company personnel who will be attending (no more than 2 representatives per company) as well as which session you will attend. In the subject line of your e-mail, please put GSA Site Visit. Vendors who do not RSVP will not be able to participate in the site visit. There will not be another site visit. For the site visit, individuals will be entering the facility on the D Street entrance. All individuals and their belongings will be screened before they gain access to the facility and photo identification is required. It is recommended that you get to the facility 20-30 minutes before the start of the site visit in order to go through the screening process at the facility. The FedBizOpps staff is not authorized to determine the classification code for any FedBizOpps notice. A misclassified contract action fails to notify the firms most likely to respond and therefore may violate the Competition and Contracting Act, the Contracting Officer is held responsible for correctly classifying a FedBizOpps notice.
