No contract or purchase order will be awarded from this notice. FRA plans on issuing a sole source contract (one year base and four, one year option periods) to NLETS for the following requirement: NLETS will facilitate access to the Federal Railroad Administration's railroad crossing database. By creating a mirror image of the database at NLETS, over 1 million NLETS users will have access to valuable railroad crossing data using their existing equipment and network connectivity. The proposal herein would incorporate the FRA dataset into the pool of NLETS available data resources and allow access via the existing infrastructure and policy controls. •17. Rationale for the Sole Source: NLETS is a 501(c)(3) not-for-profit corporation owned and operated by the 50 States, districts and territories known as the Principal membership and is administered by a Board of Directors elected from those state law enforcement agencies. NLETS employs staff to run the system and network daily. NLETS is unique in that it operates an international system and network accessible by all criminal justice agencies and is the only provider of this capability in the US. The users of the network are criminal justice agencies, both state and federal and at all levels of government. There is no other entity in the United States public, private or governmental, which provides this capability. •18. Place of Contract Performance: Contractor's location. •19. Set-aside Status: N/A.
