Description
Memorandum for Simplified Acquisition (SAT J&A) I. Contracting Activity. MSFSC PM4 Field Detachment, Norfolk, VA 2. Description of Action Being Approved: This is a sole-source for the use of other than full and open competition for a firm-fixed price purchase order for the procurement of OEM replacement of damaged buoyancy flotation block for the deep water burial vehicle on board the USNS ZEUS as noted below. 3. Description of the Supplies/Services: 1 Each Port Buoyancy Flotation Block, Port Block only, DWG: MP-D-1-0781, Rev.01. 4. This justification is prepared under the provisions of 10 U.S.C. 2304(c)(1), One source or limited sources, as implemented by FAR 6.302-1(a)(2). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 5. Rationale Justifying Use of Cited Statutory Authority: The existing Buoyancy Block on the Kelly-I is an original Forum Energy Technologies (f-E-T) design and build and are considered the OEM. The Buoyancy Block provides flotation to the deep water burial vehicle, which the in air weight is 19,250 pounds and 400 pounds in water. The F-E-T buoyancy block is a designed form/fit sectional piece for the Kelly-I vehicle. The existing buoyancy block was damaged during the 2016 operational season. F-E-T have the original molds for this buoyancy block. The Kelly-I deep water burial vehicle is part of the mission equipment on board the USNS ZEUS
