- Sole Source Justification SSJ No.: FY17-0271 Date: June15, 2017 PR Number: RNCC-17-60060 1.Nature and/or description of the item/service being procured and anticipated cost: The Office of Cybersecurity and Communications (CS&C) would like procure a 12 month Government-level membership to the Industrial Internet Consortium (IIC), a not-for-profit international consortium, at a total cost of $12,500.00. With over 250 memberships, across thirty countries ranging from small and large technology innovators, vertical market leaders, researchers, universities, and government, as well as 27 working groups and 25 approved testbeds, the IIC is uniquely situated to permit Office of the Chief Technology Officer (CTO) to achieve its mission of leading CS&C's engagement in the development of national and international cybersecurity standards and best practices to support and further the DHS mission and national interests. 2.Sole Source Justification Rationale in accordance with FAR 13.106-1(b)(1)(i). (Check oneand explain below): X Only one source reasonably available. Urgent and compelling circumstances exists. Exclusive licensing agreement exists. Brand name. Industrial Mobilization Other. The IIC is the only broad-based, not-for-profit, international consortium of industrial internet stakeholders and essential for CS&C's engagement in the development of national and international cybersecurity standards and best practices to support and further the DHS mission and national interests. Sole Source Justification 3. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106-3(a)(2).
