- Solicitation and Specifications, Sheepy Island W9127N17B0017 Synopsis: The U.S. Army Corps of Engineers (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for Sheepy Island Alternative Evaluation and Reconstruction, located in the Lower Klamath National Wildlife Refuge, Siskiyou County, California. Project Description: The U.S. Army Corps of Engineers, Portland District, has a requirement for the removal of a failing floating island and the construction of a permanent rock island at Sheepy Lake, located in the Lower Klamath National Wildlife Refuge within Siskiyou County, California. The main features of work to be completed include the following: - Construction of a temporary causeway in the lake to the island location. The lake depth is anticipated to be 1 - 3 feet during the construction period. The causeway shall consist of aggregate and geotextile/geogrid. Upon completion of island construction, the causeway shall be removed. - Removal, demolition, and disposal of the existing floating island. - Construction of a rock island composed of sand/gravel core material, a nesting surface, and riprap armoring. The island shall be oval-shaped, with a minimum nesting area of 0.82 acres. The total height of the island, from the lakebed, shall be 8 feet. The first 1 to 3 feet of material shall be placed under water. The island shall be placed at 2,000 feet from the shoreline. There will be an optional item for the inclusion of an additional.2 acres of nesting area for potential construction. - Preparation and restoration (after construction is complete) of a staging area near the lake shore. The period of performance from contract award is estimated to be NLT 10 October 2017 to final construction physical completion date of 31 March 2018. Acquisition Strategy: The solicitation will be Invitation for Bid (IFB), Sealed Bidding procedures. The Government will include options in the IFB. This acquisition will result in a single firm-fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes : This is a 100% Women Owned Small Business set-aside, utilizing other than full and open procedures. This effort is classified through the North American Industry Classification System (NAICS) under code 237990, Other Heavy and Civil Engineering Construction (Size Standard: $36.5M).The FSC is Z2KZ - Repair or Alteration of Other non-building facilities.
