- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE; THE VA IS NOT SEEKING PRICING OR OFFERS. Description of Services: The Department of Veterans Affairs (VA) Mann Grand Staff, VA Medical Center Spokane is seeking a contractor to provide training to members of the medical center s professional engineering, maintenance, and occupational health and safety staff. Training shall encompass aspects of the Structural Engineers Association (SEA) training courses ATC-20/45 and Cal OES SAP training and their application on post-disaster building inspections. Contactor shall furnish all supervision, labor, travel and instruction materials to provide a one (1) day on-site training for up to twenty (20) participants. Training shall encompass aspects of the Structural Engineers Association (SEA) training courses ATC-20/45 and Cal OES SAP training and their application on post-disaster building inspections. Training shall include sufficient content and be presented in such a manner that each attendee achieves the following objectives as outlined in this Statement of Work. This is a Non-Personal Service. The designated NAICS Code is 541620-Environmental Consulting Services, Size Standard, $15M. A Statement of Work (SOW) shall be included in the sources sought notice. The sources sought notice number is VA260-17-N-0589. The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted. This is a sources sought notice to gain knowledge of potential qualified sources. A solicitation is not currently available. Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. POST-DISASTER SAFETY EVALUATION OF BUILDING & INFRASTRUCTURE MANN-GRANDSTAFF VAMC SPOKANE Contract Title. Post-Disaster Safety evaluation of building and infrastructure training at the Spokane VA Medical Center. Background. The Department of Veterans Affairs (VA) Mann-Grandstaff VA Medical Center (VAMC) has a requirement for a contractor to provide on-site training to members of the medical center s damage assessment team, engineers and others responsible for the safety evaluation of the VAMC campus buildings. Training should focus on established practices and procedures from the Structural Engineers Association (SEA) training courses ATC-20, ATC-45 and Cal OES SAP training related to post-disaster inspections of buildings and critical infrastructure. Scope. Contractor shall furnish all supervision, labor, travel and instruction materials to provide on- site training for up to twenty (20) participants. Training shall encompass aspects of the Structural Engineers Association (SEA) training courses ATC-20/45 and Cal OES SAP Training and their application on post-disaster building inspections. Training shall include sufficient content and be presented in such a manner that each attendee achieves the following objectives as outlined in this Statement of Work. Period of Performance. 6 September 2017 Specific Tasks. Training will include sufficient content and be presented in such a manner that each attendee will achieve the following objectives: Ability to articulate ATC-20/45 building safety evaluation procedures. Ability to apply principles established in the ATC-45 Field Manual: Safety Evaluation of Buildings after Wind Storms and Floods to all VAMC campus buildings. Apply lessons learned from previous natural disasters. Apply lessons learned from hurricane and tsunami damaged buildings. Ability to articulate and analyze how a buildings structure reacts to natural weather events such as earthquakes and how those forces, and other extreme loading, affects the structural integrity of the building in question. Ability to apply standard industry leading techniques and procedures related to the building of wood, masonry, concrete and steel structures. Ability to understand the differences between GREEN, YELLOW and RED placards and what they are, what do they mean and how are they utilized. Ability to perform a safety assessment post-damage accurately and within the prescribed timeline to affectedly present an assessment of structural damage to emergency officials. Ability to triage building safety evaluations and postings after an earthquake. Place of Performance: Mann-Grandstaff Medical Center, 4815 N. Assembly Street, Spokane, WA 99205 Contractor Responsibilities: Provide knowledgeable instructor(s) to present, interpret, explain, and apply to a healthcare setting the Post-Disaster Safety Evaluation of Buildings and Infrastructure. Provide 8hrs of ATC-20, ATC-45 and Cal OES SAP Training to conference participants. Provide each VA employee/training course participant with a quality, printed copy of the ATC-45 Field Manual: Safety Evaluation of Buildings after Wind Storms and Floods published NLT August 2004 and related training materials sufficient to quantity to obtain the learning objectives outlined in the description of work. Provide an education and training plan for the course outlining the sequence of topics and information to be presented to obtain the learning objectives outlined in the Statement of Work. Provide certification to previously identified personnel (licensed architects and certified buildings inspectors and officials) capable of meeting the California Office of Emergency Management Safety Assessment Program (Cal OSES SAP). Assist facility in preparing damage assessment kits and contents. Provide evaluation forms to participants. VA Responsibilities. Provide meeting space and on-site staff support Provide audiovisual equipment as needed microphones, projector, screen and flip charts Publicizing the educational sessions, dates, times, and places to the targeted audience
