Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this Pre-Solicitation Synopsis is to notify potential offerors of the upcoming Request for Quotation (RFQ) for: 2017 Consolidated Grounds Maintenance at Marine Corps Base Camp Lejeune, Jacksonville, North Carolina, and Marine Corps Air Station, Cherry Point, North Carolina. The work includes, but is not limited to, furnishing all labor, supervision, management, tools, materials, equipment, transportation, incidental engineering, and other items necessary bush hog, weed eat and remove vegetation from fence at various locations including Hwy 24 Bell Fork Rd foot bridge to Wilson Bay (approximately 3 miles) and AS85 (approximately 800 LF) Contractor shall clear the fence line by cutting vegetation back on the inside of the fence line 30 feet. Vegetation shall be cut to a height 4 with bush hog or other mowing equipment. Vegetation that cannot be bush hogged or mowed shall be weed eat. Upon completion of work there shall be a 30 feet clear zone on the inside perimeter fence and 20 feet outside of fence. The length of required work is approximately 3 miles. The contractor may remove vegetation that is cut, or mulch vegetation and discard into surrounding wood line a minimum of 10 feet, ensuring not to leave in piles or discard into drainage ditches. All grounds disturbed within working area shall be repaired by filling with clean topsoil, raking, and reseeding with Coastal Lawn Mix applied at a rate of 50 pounds/acre. Disturbed areas include but are not limited to ruts, holes, gouges, scrapes, scratches and tire tracks. The solicitation Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR) will be issued in accordance with the most recent Federal Acquisition Circular 2005-85. The procurement method to be utilized is Commercial Item Procedures and FAR Part 13 Simplified Acquisition Procedures. The Government intends to award a Firm Fixed Price (FFP) type contract with a period of performance of 90 days for completion. The North American Industry Classification System (NAICS) Code for this procurement is 561730, All Other Support Services annual size standard is $7.5 million. The contractor must be registered with NAICS code 561730 in SAM under FAR Clause 52.212-3 (Reps and Certs), this will be verified. This procurement will be a 100% Set-aside for Certified Small Businesses, based upon the following market research. This is a small business set-aside and the offeror must be a Small Business. Therefore, due to the set-aside nature of this solicitation and to ensure qualified offerors have the best opportunity to compete, teaming arrangements, and joint ventures are excluded from this competition. The Government will not evaluate any proposal from a team or joint venture. This is a new requirement, no previous contract information exists. Offerors can view and/or download the solicitation, and any attachments, at www.fedbizopps.gov/ and/or https://www.neco.navy.mil/ when it becomes available. Contractors are encouraged to register for the solicitation when downloading from the FedBizOpps website. Only registered contractors will be notified by E-mail when amendments to the solicitation are issued (acknowledgement of amendments required a signed copy of all amendments must accompany contractor s proposal). The solicitation will be available on or about 15 August 2017. The solicitation will be available in electronic format only.
