NMVAHCS Police Service is in need of replacing radios Harris radios system which is nearing it s end of life. NMVAHCS Police Service is looking to purchase Motorola Radios and Base stations, these radios are compatible with the antennas/repeaters and infrastructure already in place within the Albuquerque VA buildings and property. 2. Scope. Specific Tasks. Task 3.1. The contractor will send all equipment via mail to NMVAHCS Logistics Building 46 Receiving for official government receipt and inventory prior to commencement of site project installation (allow a minimum of working 7 days for completion of this task). Task 3.2. The contractor will program all radios base stations and mobile radios, and install two base stations in in the following locations: Task 3.2.1. 1 in NMVAHCS Police Operations Office located on the First Floor of Building 41, Room 1B-150 Task 3.2.2. 1 in NMVAHCS Telephone Operators Office located in the Basement of Building 41 Room BB-107 Task 3.2.3. 3 Remaining Base Stations will be installed at a later date. Task 3.3. The contractor will do a site survey for dead spots and recommend what is needed to cover those areas. After system is up and running. Task 3.3.1. The contractor will do training with the command staff and selected officers on the use of the radios. Task 3.3.2. The warranty is the standard 3 year warranty that comes with the radios. Task 3.4. The Contractor will notify VA Police of his/her intent to come on-site before arrival or before remoting into the NMVAHCS campus. Task 3.5. The Contractor will check-in with the VA Police Department upon arrival, before doing any work NMVAHCS campus. Task 3.6. Work on the NMVAHCS workstation within coverage hours. Task 3.7. The Contractor shall respond to service requests that are vital to NMVAHCS mission immediately. Task 3.8. The Contractor shall respond to service requests that are not vital to NMVAHCS mission within 24 hours of notification. Task 3.9. If the Contractor cannot respond within coverage hours, then he/she will respond as soon as coverage hours have restarted. Task 3.10. The Contractor shall deliver a hard copy or electronic copy of a Field Service Report that delineates the service performed and confirms quality assurance tests results. Task 3.11. Records Management Language for Contracts. The following standard items relate to records generated in executing the contract: Task 3.12. Citations to pertinent laws, codes, and regulations such as 44 U.S.C. chapters 21, 29, 31, and 33; Freedom of Information Act 5 U.S.C. 552; Privacy Act 5. U.S.C. 552a; 36 CFR Part 1222 and Part 1228. Task 3.13. The Contractor shall treat all deliverables under the contract as property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Task 3.14. The Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Task 3.15. The Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Task 3.16. The Contractor shall not create or maintain any records containing any government Agency records that are not specifically tied to or authorized by the contract. Task 3.17. The Government Agency owns the rights to all data/records produced as part of this contract. Task 3.18. The Government Agency owns the rights to all electronic information and all supporting documentation created as part of this contract. The Contractor must deliver sufficient technical documentation with all data deliverables to permit the Agency to use the data. Task 3.19. The Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format, mode of transmission, or state of completion. Task 3.20. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage, or alienation of Federal records is subject to the files and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. Task 3.21. The Contractor is required to obtain the Contracting Officer s approval prior to engaging in any contractual relationship in support of this contract requiring the disclosure of information, documentary material, and/or records generated under or relating to this contract. The contractor is required to abide by Government and 4. Performance Monitoring The VA Police Department and Engineering will oversee work done by the Contractor and accept the quality of work as appropriate. 5. Existing Site Conditions The Contractor will assess existing conditions with VA Police or Engineering and ensure all work areas are returned to same standards as during the initial assessment. 6. Security Requirements The C&A requirements do not apply, and that a Security Accreditation Package is not required 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Existing infrastructure (repeater and antenna) are in place and ready for connection of head equipment and subsequent testing for operational effectiveness. 8. Other Pertinent Information or Special Considerations. VA Police has the availability to trade in 4 Harris base stations, 4 Harris mobile radios and 27 hand radios, however, this must be priced separately from new radios on offers. a. Identification of Possible Follow-on Work. None b. Identification of Potential Conflicts of Interest (COI). Two radios must be sent off to Micro Technology Service, Inc. to be equipped with Lynx Durres radio interface. This will allow text to voice capabilities over the radios during activations of Lynx Duress buttons by staff. This stipulation should not affect the warranty of these two components. c. Identification of Non-Disclosure Requirements. NA d. Packaging, Packing and Shipping Instructions. All parcels and packages shall come through the NMVHACS Logistical Warehouse for inspection and inventory requirements. All parcels to be distributed through Police or COR him/herself if he/she is on station to receive the package. All parcels and packages will ship overnight. All items furnished shall be free from defects that would adversely affect the performance, maintainability and appearance of individual components and overall assembly. Exercise care in storage and handling of equipment and material to be incorporated in the work. Shipping location: NMVAHCS Albuquerque, NM Building 46 1501 San Pedro Drive SE Albuquerque, NM 87108 e. Inspection and Acceptance Criteria. Albuquerque VA logistics section will inventory and assign EE numbers as necessary 9. Risk Control NA 10. Place of Performance. Designated by COR 11. Period of Performance. Installation is expected to be no more than 1 to 2 days. 12. Delivery Schedule. As soon as possible after awarding the contract; however, installation can only commence once equipment is properly received, inventoried, and serialized by NMVAHCS Logistics.
