Description
The Social Security Administration (SSA) intends to negotiate solely with AEG Group Inc.located at 34021 N US Highway 45, STE B, Gages Lake, IL 60030, for a firm fixed-priced order for the purchase of radio system equipment and installation services for further UHF digital (with encryption capabilities) to integrate with UHF radio equipment that we purchased from AEG Group, Inc. This action is in accordance with Federal Acquisition Regulation (FAR) 13.106 -1(b) (1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." In FY16 we purchased UHF radio system equipment to replace the aging VHF security radio equipment that supported Second Support Center (SSC) contracted guard operations, SSC security operation and facilities management operations. This included a UHF base station radio, a Bi-Directional Amplifying antenna system, a Wave server and switch, duplexer/multiplexer, and several handheld radios. This acquisition includes additional UHF radio system equipment, to include an upgraded Wave server and software, an upgraded duplexer, a communications recording capability to replace the NICE communications recording system (not compatible with the new UHF system), and upgraded Advanced Encryption Standard (AES) encryption software. These acquisitions all have the objective to improve SSC security operations and replace obsolete radio communications capabilities. These upgrades and installations will include multi-channel hand-held radios and upgraded AES encryption software and licenses, will have to be compatible and configured electronically to function correctly with the equipment and software acquired in FY16 from AEG Group, Inc. The challenge of integrating the new FY17 acquired equipment, digital frequency programing and AES encryption software installation, will also extend to the overall system configuration with the base station, Security Control Center console units, the Wave server configuration, and integration of the additional multichannel handheld radios. The upgrade of the SSC and Research Triangle Park (RTP) Building complexes have been an ongoing project. The SSC is a Facility Security Level 4 (FSL) (the FSL rating system is 1-5 with five the highest, or most important, security rating) and the RTP Building complex an FSL3. The security radio system can not be inoperative more than several hours at any time, due to the criticality of the SSC data center functions and the requirement to protect these functions, facilities and personnel. A contractor must install, integrate and configure these secure radio communication systems - which today are hybrids of communications equipment, computers, and software - across the previously purchased equipment and the new, requested acquisition and it must work flawlessly with little time not being operational. Having a company other than AEG, Inc. provide this equipment and related system configuration and integration would risk an excessive security communications down time. AEG, Inc. is the only source who can continue the service without disruption. The Government has determined not to compete this proposed order based upon this information. This is not a request for quotation. A determination by the Government not to compete this proposed order is solely within the discretion of the Government.
