This is a notice of intent to negotiate on a sole source basis and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by 06 August 2017, 11:00am, Mountain Time to Dennis M. Fuentes at dennis.fuentes@nist.gov. Responses received will be assessed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to negotiate and award on a sole-source basis under the authority of FAR 13.106-1 (b) with Translume, in Ann Arbor, MI. BACKGROUND: The Atomic Devices and Instrumentation Group of the Time and Frequency Division at NIST is involved in a research program to build a compact, low power optical atomic clock based on microfabricated alkali vapor cells. As part of this program, we need to thermally isolate the cells from the environment to reduce the power required to heat them. Glass is a good material for this, since its thermal conductivity is quite low, but it is quite stiff, so thin tethers can be used which conduct very little heat while maintaining good mechanical stability of the system. This procurement will be for the micromachining of three glass wafers to create an array of chips with small thermally isolated islands onto which the cells can be mounted. PURPOSE: The selected vendor will machine extremely fine features through a 4-inch glass wafer approximately 300 microns thick according to the specifics contained in a CAD drawing provided by NIST. The design includes features with dimensions 150 microns x 1000 microns with a tolerance of +/- 15 microns. Furthermore, the machined features must be free of microcracks that result from conventional machining, so a proprietary acid-etch-assisted laser machining process is required. On each wafer, 50 identical individual pieces will be cut out, with each piece containing multiple fine features. Wafers will be supplied by NIST. DELIVERABLES: Two glass wafers micromachined per the specifications below. TECHNICAL SPECIFICATIONS: • Wafer material must be glass fused silica • Suspension dimensions as small as 1.5 x 10-4 meters (150 microns) wide x 1.0 x 10-3 (1000 microns) long must be machined • Machining tolerance of +/- 1.5 x 10-5 meters (15 microns = 10% of 150 micron feature) • Glass must be machined by laser to achieve micro-crack-free features TECHNICAL CONSIDERATIONS: We require machining features in a glass wafer that are very small and fragile. Feature dimensions of 150 microns x 1000 microns are required in a 300 microns thick, with a tolerance of +/- 15 microns. Furthermore, the surface texture must be free of microcracks that result from conventional machining, so laser machining is required. The NAICS code 541330 - Engineering Services, and the Small Business Size Standard is $150M will be used.
