- 4.Solicitation Question and Comment Template 3.Section L Attachments 2.Section J Attachments 1.Solicitation N00024-17-R-5152 Offerors are notified that the Naval Sea Systems Command (NAVSEA) Program Executive Office Integrated Warfare System (PEO IWS) 10.0, Ship Self Defense System (SSDS) is hereby issuing a competitive Request for Proposal (RFP) to acquire a Combat System Engineering Agent (CSEA) / Software Design Agent (SDA) to provide engineering support for the SSDS Integrated Combat System (ICS), Fiscal Year (FY) 2019 through FY 2028. The requirements include systems and software engineering support, development of engineering products to support combat system integration, configuration control, developmental test/operational test (DT/OT) support, training and logistics support, and field technical support for the SSDS ICS. Information regarding this requirement was previously posted under presolicitation "Base Notice: Ship Self Defense System: Combat System Engineering Agent" with a presolicitation number of N00024-17-R-5152. Please refer to this solicitation "Request for Proposal: Ship Self Defense System Combat System Engineering Agent (CSEA) / Software Design Agent (SDA)" with the solicitation number N00024-17-R-5152 for the most current documents and information. Section L and Section J Attachments are provided as part of this posting. This solicitation also contains classified attachments at the SECRET Only level available to interested U.S. companies upon request and approval. Instructions for initiating access rights to the Bidder's Library can be found below. The Government will be accepting questions and comments through 14 August 2017. Unclassified questions and comments should be electronically submitted using the format provided in Attachment 4 to Simon Klink (simon.klink@navy.mil) and Courtney Ryan (courtney.ryan@navy.mil). Any questions or comments that are submitted may be publically released. All questions shall be submitted in accordance with the instructions found in Section L of the solicitation. IMPORTANT: In order to be considered for contract award, each company must have a TOP SECRET facility clearance by the time of award. Offerors must be able to receive classified portions of the solicitation up to the SECRET level. Offerors must be a United States (US) company or an independent US subsidiary, although foreign contractors may act as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. Contractors interested in receiving classified documents shall complete Section J Attachment 11 "NSERC TOUA and Bidder Library Access Instructions" and the classified data request form, indicating a Defense Security Service (DSS) issued TOP SECRET facility clearance, providing for TOP SECRET safeguarding capability, in accordance with the DD254. In addition, companies shall provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information. NSERC ACCOUNT SET UP PROCESS: Offerors will be required to have an NSERC account to gain access and view the documentation in the Bidder's Library. Solicitation Section J Attachment 11 "NSERC TOUA and Bidder Library Access Instructions" provides Offerors the necessary steps to both obtain an NSERC account and approval to gain access to the Bidder's Library.
