- HHS-NIH-NIDA-SSSA-CSS-17-536 COMBINED SYNOPSIS / SOLICITATION COMPETITIVE Title: Microscopy System for Deep Brain Imaging (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is HHS-NIH-NIDA-SSSA-CSS-17-536 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. (iii) The National Institute on Drug Abuse intends to procure a Brand Name or Equal Doric Lenses Basic Fluorescence Microscopy System for Deep Brain Imaging. NIDA intends to make one award as a result of this solicitation. This award is planned to be firm fixed price contract. (iv) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, dated January 19, 2017. (v) The associated NAICS code 334516, Analytical Laboratory Instrument Manufacturing and the small business size standard 1,000 employees. This requirement is full and open with no set-aside restrictions. (vi) The Doric Lenses Basic Fluorescence Microscopy System or equivalent, composed of: - Flourescence Microscope Driver - Connectorized Single LED, blue - Fluroscence Microscope Holder - Clamp for Fluroscence Microscope Holder - Mono Fiberoptic Patch cord - Assisted Optical & Electrical rotary joint, pigtailed - FC/FC Mating Adapter (2) - Mono Fiberoptic Patch cord - Mono Fiberoptic Patch cords (3) - Snap-In Fluroscence Microscope Body - Dummy Snap-In Microscope Body - Snap-In Imaging Cannula (10) - Fluoroscence Micropscope Snaping Tool - Shipping and Handling (vii) The automated liquid handling station must meet the following requirements (salient characteristics: Basic Fluorescence Microscopy System for Deep Brain Imaging (1) • Fluroscence Microscope Driver o Ethernet cable 2m, M8 cable 1m, USB memory stick with software, power cord • Connectorized Single LED, Blue • Fluroscence Microscope Holder • Clamp for Fluroscence Microscope Holder • Mono Fiberoptic Patch cord o 200 µm core o 230 µm cladding o 1 m • Assisted Optical & Electrical rotary joint, pigtailed • FC/FC Mating Adapter (2) • Mono Fiberoptic Patch cord o 200 µm core o 230 µm cladding o.8m • Mono Fiberoptic Patch cords (3) o 200 µm core o 230 µm cladding o.8m • Snap-In Fluroscence Microscope Body o Ultralight fiberglass jacket • Dummy Snap-In Microscope Body • Snap-In Imaging Cannula (10) o Depth Range 2.87mm-5.96mm • Fluoroscence Micropscope Snaping Tool (viii) Delivery within 6-8 weeks of award. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. A technically acceptable quote is one which the quoter(s) complies with the salient characteristics and does not taken exception, nor object to any of the terms of the solicitation. Quotes that are not technically acceptable will not be considered. Award will be made on all or none basis. If you are providing an "equal" product, you must submit additional documentation that highlights and describes how your offering is equal in accordance with FAR Clause 52.211-6. (xi) Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. Respondents proposing on an equal product of the brand-name product specified in this announcement must provide, as part of their response: (a) product, catalog, model, and/or part number(s); (b) product description; (c) all relevant information and documentation that the item(s) offered meets the salient physical, functional, or performance characteristics as specified in the purchase description; quantity; estimated price or cost; shipping, handling, and/or installation charges; and delivery date after receipt of order. In addition, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov."
