- THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The Department of Energy (DOE) intends to issue a Firm Fixed Price award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, Clarivate Analytics. DOE intends to award this requirement as a sole source to Clarivate Analytics with a one base year and two one-year option periods. Clarivate Analytics is the sole provider for access to the required citation databases. The incumbent contractor shall provide Citation Connection Package and Conference Proceedings Citation Index ? Science Education subscription renewal access to the DOE?s Office of Scientific and Technical Information (OSTI). These packages provide additional access to citation metrics available in the Web of Science? (WOS) Core Collection research tool. Subscription period is for the base year is 9/30/17-9/29/18 with two one year option periods: 1) 9/30/18-9/29/19 and 2) 9/30/19-9/29/20. DOE intends to award this requirement as a sole source to Clarivate Analytics. Clarivate Analytics is the sole provider for access to the Citation Connection Package and Conference Proceedings Citation Index ? Science Education research platforms via the WOS research tool. This search platform provides the capability to search citations on a wide range of peer-reviewed journals, including cited reference searching and author identification tools. The Citation Connection package available from within Clarivate Analytics? WOS is the only comprehensive online research tool providing access to several online databases, including value-added bibliometric information and citation metrics used by the Department of Energy (DOE) ? Office of Scientific and Technical Information to acquire, analyze, and disseminate R&D results to program offices and laboratories within DOE and National Nuclear Security Administration. DOE is provided with a direct link to the website which is listed on the OSTI.gov website under the pulldown tab labeled research tools via the SCE Journals link button. This access provides for a large customer (Office of Science, Management and Staff) user base, however, it is not publically accessible. This comprehensive tool and the proprietary citation metrics data provided by Clarivate Analytics is not available from any other third party. This requirement is for subscription renewal of existing access to the WOS Citation Connection and the Conference Proceedings Citation Index ? Science Education research platforms. Based on market research, only Clarivate Analytics subscription package allows access to the WOS Citation Connection Package and Conference Proceedings Citation Index ? Science Education research platforms. The North American Industry Classification System (NAICS) code for this requirement is 519130 - Internet Publishing and Broadcasting and Web Search Portals, with the size standard of 1,000 employees. This notice of intent is not a request for proposals or quotes. Any vendor who believes it is capable of meeting the DOE-OSTI?s requirement as stated herein may submit a response, which will be considered only if received by August 18, 2017 by 5:00 pm EST. Responses to this posting must be in writing and submitted to paynet@osti.gov by 5:00 pm local time. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government.
