Description
Q-1A Quality Requirements SOFIA Engine Repairs Statement of Work This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotation (RFQ) for the repair/overhaul of two (2) Pratt and Whitney Engines P/N: JT9D-7J, S/N: P662676 and P/N: JT9D-7J, S/N: 686009, see attachment 1 for the Statement of Work and attachment 2 for the Q-1A quality requirement. Work shall be performed by a FAA 145 Certified Repair Facility. Currently, there are two locations designated for delivery of the items. The primary delivery location is Palmdale, CA. The alternate delivery location is Hamburg, Germany. Offerors shall provide a separate price quote for the delivery of the items to each delivery point. Thirty (30) days prior to shipping items, the awardee shall contact Michael Toberman at michael.d.toberman@nasa.gov, who is the NASA-AFRC point of contact for delivery locations. NASA will only pay for shipping to the location identified to the awardee once delivery location guidance is provided by the NASA-AFRC point of contact to the contractor. Bldg. 703 Palmdale, CA 93550 Alternate Delivery Location: LUFTHANSA TECHNIK AG C/O Andreas Britz Weg beim Jäger 193 22335 Hamburg Germany The following items apply: Line Item 0001: Repair/Overhaul of Pratt and Whitney Engine P/N: JT9D-7J, S/N: P662676, Line Item 0002: Repair/Overhaul of Pratt and Whitney Engine P/N: JT9D-7J, S/N: P686009, Line Item 0003: Round trip shipping from 2825 East Avenue P, Building 703, Palmdale, CA 93550 to primary and alternate delivery locations. Note: If there are any engine components identified that cannot be repaired, the contractor shall provide a detailed explanation as to why the component should be replaced. Any cost related to the replacement of components in excess of the awarded firm-fixed price for the repair/overhaul of the engines must be authorized by the Government. This provisions and clauses in RFQ 80AFRC17Q0017 are those in effect through FAC 2005-95 effective January 19, 2017. FAC CAN BE OBTAINED FROM http://www.acquisition.gov/far/index.html. The NAICS Code and the small business size standard for this procurement is 336412 with 1,500 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA - Armstrong Flight Research Center, 2825 East Ave. P, Bldg. 703, Palmdale, CA 93550 is required within 60 days ARO. Delivery shall be FOB Destination. Offers for the items(s) described above are due by 2:00 P.M. PT on August 15, 2017 to tiffany.n.goodwin@nasa.gov and must include, solicitation number, FOB destination to both primary and alternate locations, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by the solicitation and FAR 52.212-1 (JAN 2017), Instructions to Offerors-Commercial Items, which is incorporated by reference. Addenda to FAR 52.212-1 are as follows: Technical Requirements - Offeror shall provide sufficient details to demonstrate they are FAA certification, have the appropriate tooling, knowledge, and skill level to perform the services and meet the requirements of the SOW. Past Performance - Provide a brief synopsis of specialized experience performing the repairs/overhauls of the Pratt and Whitney Engine P/N: JT9D-7J. Cost/Pricing - Offeror shall propose a firm fixed price for each line item. 52.222‐22 PREVIOUS CONTRACTS AND COMPLIANCE REPORTS (FEB 1999) If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. Selection and award will be in accordance with the solicitation and FAR 52.212-2 (OCT 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. Technical acceptability will be determined by review the information submitted by the offeror which must provide a description in sufficient detail to show that Offeror is FAA certification, has the appropriate tooling, knowledge, and skill level to perform the services and meet the requirements of the SOW. The technical factor will be rated acceptable or unacceptable. Any Offeror rated unacceptable under the technical factor will not be considered for award and will not be evaluated further. Past Performance will be rated acceptable or unacceptable after reviewing the Offeror's specialized experience in performing the required services. Price will be evaluated for reasonableness. Technical and past performance, when combined, are significantly more important to cost or price. Offerors must include completed copies of the provision at 52.212-3 (Jan 2017), Offeror Representations and Certifications - Commercial Items with their offer through the SAM.gov website.
