Attachment 2 - DRAFT Capabilities Questionnaire Attachment 1 - DRAFT PWS Sources Sought High Performance Computing Integrated Support Services (HISS) High Performance Computing Modernization Program Office This is a SOURCES SOUGHT notice. The Government is seeking to identify qualified sources either singularly or as part of an assembled team under North American Industry Classification System (NAICS) 541611, Computer Facilities Management. The small business size standard is $15M. This notice is open for responses exclusively for the 8(a) small business community and responses will be utilized to determine if this requirement, or a portion of this requirement, can be set-aside for small business in accordance Federal Acquisition Regulation (FAR) Subpart 19.8. This notice is for market research purposes only and will not restrict the Government to an ultimate acquisition approach. This IS NOT A REQUEST FOR QUOTE (RFQ) OR A REQUEST FOR PROPOSAL (RFP) and the Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. 1. Contract Information : The U.S. Army Engineering and Support Center in Huntsville (CEHNC), Alabama intends to solicit and award a contract to provide internal and external support to the Department of Defense (DoD) High Performance Computing Program (HPCMP) to achieve mission objectives. The type of contract and the ultimate acquisition strategy has not been finalized. This work will occur at multiple locations within the Continental United States and Hawaii. The contract is anticipated to be awarded in 2018 with a twelve (12) month base performance period and four, twelve (12) month optional performance periods, for a total performance period of at least five years. The total value of this acquisition is approximately $33,000,000.00. Interested sources should respond to the questions presented within this announcement in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine the small business strategy for this acquisition. If the determination is made that there are not enough qualified and/or interested small business firms to perform this requirement, the Government may solicit the acquisition as an unrestricted full and open competitive basis. The Government does not intend to rank submittals or provide any reply to interested firms. 2. Project Information : This requirement is for the HPCMP Office located in Lorton, VA; Vicksburg, MS, Adelphi, MD; and other potential locations within the HPCMP footprint to provide High Performance Computing Integrated Support Services (HISS). The HISS objective is to provide the necessary services to support all phases of planning and execution for the DoD HPCMP mission. Interested contractors must be capable of delivering integrated program management, technical, materials / supplies, and logistics support for all facets and functions of the HISS program contract. This will include, but is not limited to, technical and management support, support in all phases of planning and execution, administrative support in all areas of program activity, program management support, documentation support meeting facilities and office environment. A preliminary DRAFT performance work statement (PWS) is enclosed (Attachment 1). NOTE: This is a DRAFT PWS and therefore subject to change. ALL references to the contract vehicle type and contracting authority/office have not been determined. 3. Submission Requirements : Interested firms should submit a document describing relevant demonstrated experience and qualifications via email to matthew.a.mcnease@usace.army.mil and john.q.bennett@usace.army.mil no later than 5:00 pm Central Time, Friday 11 August, 2017 in the following format: Submissions should not exceed ten (10) - 8.5 inches x 11 inches pages (five pages if printed two-sided). The submission should address all questions in the sources sought questionnaire below and your firm's ability to perform the requirement. No facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc.) will not be considered. Questions concerning submissions should be directed to Mr. Matthew McNease, Contract Specialist at matthew.a.mcnease@usace.army.mil or Mr. John Bennett, Contracting Officer at john.q.bennett@usace.army.mil. Personal visits for the purpose of discussing this announcement will not be scheduled. Emails or phone calls requesting personal visits will not receive a reply. THIS is NOT a REQUEST for a PROPOSAL. Interested vendors should also provide the following information to support the Government's Market Research: 1. Name of your company 2. Business address 3. Commercial and Government Entity (CAGE) code 4. Contact information (i.e. phone number and email address) of someone in your company who can respond to questions about your response 5. Company's certification as an 8(a) small business 6. Summary of your company's experience in meeting requirements similar to those described in the Sources Sought announcement [Please provide detailed supporting information.] 7. List of industry credentials / accreditations for your company. 8. List of all contract vehicles / schedules (e.g. GSA, GWACs, MATOCS, SATOC, IDIQs, NIH, etc.) for which your company is a prime contract holder.
