- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-17-217 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1,000. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with KEYENCE CORPORATION OF AMERICA of 669 River Drive Suite 403 Elmwood Park NJ 07407 for the purchase of a compact fluorescence microscope with imaging capacity that does not require to be housed in a dark room. The National Institute of Digestive, Diabetes & Kidney Diseases's (NIDDK) requires a fluorescence/bright-field microscope that is fully automated, enclosed, versatile, user friendly, compact, and with built-in dark room capacity. The Keyence BZ-X700 is compact and fully enclosed which allows the NIDDK to flexibility of placement for this microscope in the tight 5W lab area. This microscope will allow us to acquire images from slides, dishes, and well-plates without the need of a dark room. The NIDDK requires a microscope that is user friendly with minimum training required. The BZ-X700 is fully automated with the stage, lenses, and filters all controlled by the Keyence software with a click of the mouse. This eliminates the needs for adjusting the microscope setting manually, hence allows for quick image acquisition process. The Keyence software is intuitive and easy to use, so it is easier to set up image acquisition and train new users. The Keyence system uses a single high sensitivity 14-bit cooled monochrome camera for fluorescence and bright field imaging. This will allow the NIDDK to visualize weak fluorescence signals and minimize photobleach by reducing the intensity of excitation light required for capturing a clear image. For post image acquisition analysis, there is no need for calibration as the pixel count is the same for bright field and fluorescent images. The BZ-X700 is capable of overlaying up to four separate channels in the preview mode, each with their own adjustable setting, so users can modify and readjust a particular channel before overlaying and capture the images. This will significantly streamline the image overlay process so users are not spending valuable time on image adjustment, re-observation, recapture, and re-overlay to obtain overlay images with multi-channel staining. The NIDDK requires a microscope that contains a long service life light source so there is less downtime for bulb replacement and realignment. The Keyence BZ-X700 uses a metal halide lamp with long service life with enables stable fluorescence imaging. It doesn't require adjustment of the optical axis or to perform centering when replacing the lamp. Keyence Corporation provides service support for the lifetime of the microscope which eliminates the need for costly maintenance contract. The NIDDK requires a microscope with the option of live cell imaging within the fully-enclosed system. Researchers in NIDDK DEOB might have needs for time-lapsed live cell imaging in the future and the Keyence BZ-X700 has the option of installing a temperature and CO2 regulated chamber inside the system that can be easily integrated within the enclosed stage with additional purchase. This will eliminate the need to purchase a costly separate microscope system for time-lapsed live cell assay in the future. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
