This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Offerors submitting quotations must respond in accordance with the instructions provided in this solicitation. Solicitation number AG-349B-S-17-7557 is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95. This requirement is a competitive Small Business Set Aside under NAICS 238220, business size standard 15.0 Million. Offerors are responsible for complying with the submission instructions contained in this combined synopsis/solicitation to include the submission of all information requested. Small Businesses with the demonstrated capability and financial capacity to provide required services within mandatory response times are invited to respond. Submission of quotations shall be in accordance with the instructions identified under Item (A.1) listed below. Quotations must be submitted in writing, include all required information specified under Item A.1, and be delivered on or before 4:00 P.M. August 18, 2017 to USDA ARS AFRS, Attention: Contract Specialist, 2217 Wiltshire Road, Kearneysville, WV 25430. Quotations sent by facsimile or electronic mail are not acceptable, will be considered non-responsive, and will be rejected. DESCRIPTION/SPECIFICATIONS/AND WORK STATEMENT: The United States Department of Agriculture, Appalachian Fruit Research Station (USDA-AFRS) located at 2217 Wiltshire Road, Kearneysville, WV requires a contractor to provide all qualified labor, equipment, parts, materials, supplies, supervision, tools, transportation, and insurance necessary to provide Heating, Ventilation, Air Conditioning and Refrigeration (HVACR) Equipment Preventative and Remedial Maintenance Services, Equipment Repair Services, and Emergency Equipment Repair Services requiring a two hour mandatory emergency response. Covered HVACR Equipment and accessories includes Temperature Controls, Pneumatic Compressors, General Exhaust Fans, Boiler Heating Systems, Heating (small) Units, Chiller Cooling System, Cooling Tower System, Exhaust Systems, Air Handler Units, Fume Hood Systems, Independent HVACR Units, Walk-in Environmental Boxes, Greenhouse Environment Units, and Potable Water System equipment as identified in this solicitation and attachments. ATTACHMENTS consist of: Attachment 1: Supplies or Services & Price/Costs; Attachment 2: Scope of Work; Attachment 2A: Specification Guidelines; Attachment 2B: Equipment Guidelines; Attachment 2C: Contract Guidelines; Attachment 2D: USDA ARS AFRS Building Layout; Attachment 2E: Equipment List; Attachment 2F: Terms and Conditions; Attachment 2G: Wage Determination No. 2015-4285 Revision No. 6. (A.1) IMPORTANT INSTRUCTIONS FOR SUBMISSION OF QUOTATION - QUOTATIONS MUST BE SUBMITTED IN WRITING AND DELIVERED TO THE ATTENTION OF: USDA, AFRS, Contract Specialist, 2217 Wiltshire Road, Kearneysville, WV 25430. QUOTATIONS MUST BE RECEIVED ON OR BEFORE 4:00 P.M. (EST) August 18, 2017. NOTICE: QUOTATIONS SENT BY FAXSIMILE OR ELECTRONIC MAIL (E-MAIL) ARE NOT ACCEPTABLE, WILL BE CONSIDERED NON-RESPONSIVE, AND WILL BE REJECTED. QUOTATIONS MUST INCLUDE SUBMISSION/COMPLETION OF ALL OF THE FOLLOWING SPECIFIED UNDER (a) THROUGH (e): (a) Submit Quotation for base period and one option period as identified in in Attachment 01. (b) Submit business location address that provides capability/capacity to respond to mandatory 2 hour emergency response times and 24 hour non-emergency response times to service location at 2217 Wiltshire Road, Kearneysville, WV 25430. (c) Submit employee work qualification statements / resumes identifying specific experience and training of proposed employees. Qualifications must demonstrate experience in the HVACR Mechanical Fields, Industrial Electrical, Pneumatic Controls, Industrial Generators, Green House Environments, Walk-in Growth Chambers, Cooling Boxes, Electronic Controls, Multiple Direct Digital Controls and Building Automation Systems as identified in Attachment 2A. (d) Submit three separate Past Performance References with contact information for three recent contracts (within past three years) of contracts similar to the scope of this requirement. (e) Completion of SAM Registration. Offeror must have current Registration and completed Online Representations and Certifications in the System for Award Management (SAM). The System for Award Management (SAM) is online at www.sam.gov. Offeror certifies, by submission of quotation, that registration in SAM is current to include Online Representations and Certifications as of submission date of quotation in accordance with FAR 52.204-7, System for Award Management. Registration must remain active through final payment of any award resulting from this solicitation. (A.2) EVALUATION CRITERIA - Pending availability of funding, the basis for any potential award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the lowest evaluated price, technically acceptable quotation that fully meets all specifications and having satisfactory past performance. Only the lowest priced quote will be evaluated for technical acceptability. The next lowest offer will only be evaluated if the aforementioned quote is not found technically acceptable (and so on). Only one award will be made under this solicitation based on availability of funding.
