Description: Military Sealift Command, Special Mission Ships Program Office (PM2) requires one (1) maritime support vessel (MSV) to serve as a host/support ship for the Naval Special Warfare/Special Operations Forces (NSW/SOF) for a firm period of one year with three (3) one-year options and one-11 month option period. The following list, is not all- inclusive in neither scope nor description, is illustrative of the services to be performed: (a) The vessel shall serve host to fourty-five (45) sponsor personnel. (b) The vessel shall host hyperbaric chamber services for emergencies and routine decompression operations, replenishment/minor maintenance support. (c) The vessel shall support transportation of combat submersibles, and launch and recovery of combat craft/submersibles. (d) The vessel will store ordnance and gasoline in accordance with United States Coast Guard requirements, and carry a NAVSEA-certified recompression chamber. (e) The vessel shall provide a dry moonpool and a crane as the primary launch and recovery system to launch and recover manned DCS, SDV, DDS Hanger Trainer, RIBs, and PWCs. a. Unit of issue: n/a b. Destination information: The vessel will be home ported at Pearl City Peninsula at Pearl Harbor, HI. The vessel will normally operate in, but not restricted to Pearl Harbor, HI, Apra Harbor, Guam, Keyport, WA and outer islands of Hawaii. The vessel shall be able to operate in a wide range of areas worldwide. It is intended for the vessel to be on station conducting independent operations in a remote environment or operate at anchor for extended periods. The vessel should be able to make transits via the Panama Canal as needed. The vessel may be reassigned to the U.S. East Coast with 30 days notification. c. Delivery schedule: n/a d. The decision for this requirement to be full and open was determined from Market Research. Previous procurements for this supply have shown that there is no expectation to receive quotes from two or more small businesses. MSC's Small Business office agreed to this decision on 21 February 2017.
