Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Sciences (DLS), and Tobacco and Volatiles Branch (TVB) intends to award a sole source firm-fixed price services contract to Indigo BioAutomation, Incorporated; 7820 Innovation Blvd, Suite 250; Indianapolis, IN 46278-2728. This contract will be for a base year of 12-months plus four (4) 12-month option years. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- Only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 511210 (Software Publishers). The Size Standard is $38.5 million dollars. The purpose of this procurement is to provide maintenance and hosting services for the support of Indigo ASCENT automated chromatography analysis and review software for the computational processing of laboratory data files. ASCENT is a unique software program that uses nonlinear fitting of exponentially modified Gaussian peaks to select peaks in chromatograms and determine the area under those peaks. Measuring the area under a peak is essential for measuring the amount of a substance in a sample using mass spectrometry. ASCENT speeds analysis of samples by automating peak selection and measurement of peak area. ASCENT also includes assay-specific quality assurance rules, which allow peaks to be automatically tested for quality. ASCENT is platform independent. So it can be used on mass spectrometers from multiple different manufacturers. Indigo BioAutomation, Incorporated is the only responsible source capable of meeting the Government's unique requirements because ASCENT is the only software program with automated detection of peaks of interest; automated integration (peak area determination) using peak fitting and integration of the peak fit equation (not trapezoidal summation techniques) and baseline algorithms able to measure area of peaks in high noise areas and peaks with other peaks overlapping their peak areas (ex: shoulder peaks); automated inclusion of assay-specific quality assurance rules to verify adequate quality of peak integrations and identification. ASCENT also has the ability to handle peaks from both gas chromatography mass spectrometry (GC/MS, GC/MS/MS) systems as well as liquid chromatography mass spectrometry (LC/MS, LC/MS/MS) systems. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Indigo BioAutomation, Incorporated. Indigo BioAutomation is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement. All responses must be sent in writing to Mr. Tim Williams via email to TLWilliams3@cdc.gov using solicitation number 2017-N-66648 in the subject line, no later than 9:00am Eastern Time, May 17, 2017.
