This is a notice of intent to negotiate on a sole source basis and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by 06 August 2017, 11:00am, Mountain Time to Dennis M. Fuentes at dennis.fuentes@nist.gov. Responses received will be assessed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to negotiate and award on a sole-source basis under the authority of FAR 13.106-1 (b) with Newport Solutions, in Santa Clara, Ca. BACKGROUND: The mission of the Quantum Electronics and Photonics Division (Div 686) is to provide industry, and its suppliers and customers, with comprehensive and technically advanced measurement capabilities and standards, as well as traceability to those standards. NIST's base funded research program on "Nonlinear Optical Studies of Biological Systems" has major measurement challenges in the application of novel optical techniques to study biological and biomimicking samples. Lasers are used to generate nonlinear optical signals. Recently, our high power Evolution 30 pump laser for a Spectra Physics brand Spitfire regenerative (regen) amplifier suffered a catastrophic failure of its cooling system whereby oil and coolant from the chiller mixed with the water and filled the laser head cavity with black sludge. After consulting the company, there is no way to refurbish our existing pump laser. This laser system was purchased as a package (pump laser plus regen amplifier) from Spectra Physics in approximately 2006 for approximately $220,000. While the system is not new, purchasing a replacement pump laser would make the full system operational again. The company no longer manufacturers the Evolution model laser, but sells an improved model pump laser, the Empower. A refurbished pump laser is acceptable for the government need since the rest of the laser system is already over 10 years old. A refurbished laser is economical compared to the cost of a new laser and it comes with the same warranty as a new laser. Lastly, the regen cavity of the existing Spitfire amplifier needs to be realigned and optimized after replacing the pump laser. PURPOSE: A sole source award is sought to Newport Corporation (Spectra Physics Division) for the acquisition of a refurbished pump laser to replace an Evolution 30 pump laser for a Spectra Physics Spitfire amplifier. Newport Corporation is the only vendor who has the proprietary knowledge to provide an adequate pump laser for the Spectra Physics Spitfire regen amplifier and to optimize the cavity for the replacement pump laser. TECHNICAL SPECIFICATIONS: We require a replacement pump laser that is a Q-switched, intra-cavity doubled Nd:YLF pump laser operating at 527 nm with at least 30W of power at 1kHz (more power is always better). Additionally, the laser must fit into the footprint available on the laser table affoarded by the previous Evolution 30 laser. The laser must come with its own chiller if needed and operate with 110V power. Lastly, the replacement laser must be aligned and optimized into a Spectra Physics Spitfire amplifier to produce at least 2W at 1kHz of broadband 800nm light. The NAICS code 334516 - Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 1000 employees will be used.
