Draft Statement of Work Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD Systems Engineering Branch, AIR-4.5.1.3 Pre-solicitation Notice Introduction: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine availability and technical capability of small businesses (including the following subsets: HUBZone Small Business concerns; Certified 8(a) Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns, and Women-Owned Small Business concerns) to provide the required products and/or services. The results of this sources sought will be utilized to determine if any small business set-aside opportunities exist. All small business set-aside categories will be considered. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY. Requirement Description: NAWCAD has a requirement for Contractor Support Services personnel to provide engineering, technical, administrative, and operation support for the Naval Air Warfare Center Aircraft Division (NAWCAD), Systems Engineering Branch (AIR 4.5.1.3), Patuxent River, MD. The Systems Engineering Branch is responsible for providing the functions associated with the systems engineering efforts to design, develop, manufacture, integrate, update and test avionics systems from inception through disposal. The period of performance for this effort is one year plus four one year optional periods of performance, if and to the extent these options are exercised. Place of Performance: The place of performance will be on-site at NAWCAD PAX or off-site at the contactor's facility, as required by the government. During the performance of tasks under this contract, the contractor shall be required to frequently commute between NAWCAD PAX and the contractor's facility, for the purpose of performing tasks that require the use of equipment and systems at the respective facility, and for the purpose of obtaining direction and instruction. The contractors must support meetings at NAWCAD PAX within 60 minutes of meeting notification. Work shall be accomplished at the contractor's facility in Lexington Park, MD area, onsite at the government site at Patuxent River, MD, and at other government sites worldwide. Required Capabilities : Refer to the attached Statement of Work SOW. The estimated total level of effort is approximately 62.5 Full-Time Equivalents per year. For examples of anticipated labor categories under this requirement, please refer to the attached Statement of Work. In addition to the above, please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work themselves in terms of cost of performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business' General and Administrative rate multiplied by the labor cost. For a Small Business Set-Aside, the small business prime cannot utilize the cost of performance of other small businesses it utilizes as subcontractors in calculating its performance to comply with FAR Clause 52.219-14. SeaPort-e does not permit Joint Ventures. The attached SOW provides additional information about the required tasking. It is requested that, in its response to the Sources Sought, a vendor identify whether it has the capability to perform under all of the tasking or only specific portions of it. For each task area indicated, parties should demonstrate their capability. Also, if the vendor has any questions about the structure of the SOW, please also identify those in the response. Since the resultant contract will be a cost-type, the successful awardee will also be required to have a Government approved accounting system upon contract award. Eligibility: The applicable NAICS code for this requirement is 541330 with a current size standard of $38.5M. The Product Service Code (PSC) is R425. Submission Details : The capability statement package shall be sent electronically to Greg Tollefsen, Contract Specialist, at greg.tollefsen@navy.mil and Rebecca Wathen, at Rebecca.wathen@navy.mil. Responses shall be received no later than 4:00 p.m. Eastern Time on 16 August 2017. Classified material shall not be submitted. Interested businesses should submit a brief capabilities statement package (no more than 10 pages in length, single spaced, and 12 point font minimum) demonstrating ability to provide the services listed in this Technical Description. This document must address, at a minimum, the following: (1) Title of the SOW you are applying to; (2) Prior/current corporate experience performing efforts of similar size and scope within the last 3 years, including Contract Number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of how the referenced contract relates to the services described in the SOW; (3) Company profile to include number of employees, annual revenue history, office location, DUNS number, and a statement regarding current small business size status; (4) Management approach to staffing this effort with qualified personnel which should address current hires available for assignment to this effort, possible subcontract/teaming arrangements, and strategy for recruiting and retaining qualified personnel (5) If a small business, the company's ability to perform 50% of the work, This Sources Sought has been cross posted on Seaport-E, for National Capital Region Zone 2.
