- The Centers for Disease Control and Prevention (CDC), National Centers for Environmental Health (NCEH), Division of Laboratory Services, hereby submits a notice of intent to award a sole source, firm fixed price contract to Tennessee Blood Services, 807 Poplar Ave., Memphis, TN 38105. This commercial contract is to attain a quantity of 5000 milliliter samples of Human Serum Samples (pregnant females), 25mL per donor, 200 donors. The Hormone Standardization Project for Estradiol as part of the Clinical Chemistry Branch is performing standardization activities which include providing frozen human serum with reference values for estradiol to collaborators to use to verify their method performance, calibrate their methods, and monitor their performance over time. In order to cover a full range of estradiol concentrations in our inventory of specimens, serum from pregnant donors (with exceptionally high estradiol values) is pooled together or spiked into existing bulk serum units resulting in a unit with higher estradiol concentration. These serum specimens must be prepared as off-the-clot serum to minimize enzymatic degradation or alteration of serum units in order to replicate serum collection in tubes used in patient care, without the addition of anticoagulants, additives or stabilizers. These single donor serum units are recommended for use in trueness control and calibration studies, which are critical to the ongoing activities for the project. The serum units must be tested and viral negative, to maintain the quality of our sample inventory in the standardization program. Tennessee Blood Services offers samples of human off-the-clot serum samples in 25 mL units per donor from pregnant women across the first, second and third trimesters of pregnancy. Tennessee Blood Services is able to offer 200 individual serum units, which allows for pooling of individual samples into larger pools to provide the same sample to collaborators over an extended period of time for monitoring activities. By providing a large number (200) of individual samples across all three trimesters, we increase our chances of finding samples with very high estradiol levels and increase the number of pooled units we are able to create. These human serum samples are screened and only viral negative specimens are provided. Tennessee Blood Services is the only vendor who can provide the number of samples desired across all three trimesters at a high enough volume to allow for pooling and spiking to create high estradiol concentration serum pools needed to provide collaborators with samples in an extended estradiol concentration range. Tennessee Blood Services offers serum consistent with Clinical and Laboratory Standards Institute (CLIA) guidelines. Based on the specific requirements for these products, Tennessee Blood Services is the only vendor that can provide these products that satisfy the government's needs. The anticipated delivery date is 90-120 days. This sole source contracting action is conducted pursuant to the authority under 10 U.S.C. 2304(c)(1), as set forth in Federal Acquisition Regulation (FAR) 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. North American Classification System Code (NAICS) is 621991, with a standard business size of $32.5M. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Center for Disease Control and Prevention, National Centers for Environmental Health. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals; however, the Government will consider any responses from capable sources received within 15 days after date of publication of this notice.
