Description
NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with The Nature Conservancy, Arlington, Virginia, using the procedures in FAR Part 13, to provide for monitoring of fish assemblage of 150 sites after Marine Protected Area (MPA) management actions and to facilitate a meeting among natural resource agencies to communicate results. The Nature Conservancy will build on existing studies done in 2012 and 2013 to assess the abundance of coral reef fish species inside and outside of two marine managed areas in the West Hawaii Habitat Focus Area through detailed in water surveys at 150 sites. The purpose is also to evaluate the performance of the 10 year July 29, 2016 fisheries closure at Ka‘ūpūlehu, and evaluate change in fish abundance. In addition, efforts will be made to disseminate and provide information of key findings for managers. The original monitoring done in 2012 and 2013 was performed by the Nature Conservancy. This 2012 and 2013 monitoring involved establishing an ArcGIS data layer to randomly select the 150 sample sites within the monitoring area, a database of the monitoring information and has imported those previously collected fisheries data into PRIMUS, an application necessary for the analysis of the data. It is in the best interests of the federal government to award this contract as a sole source to The Nature Conservancy because it would require significant additional time and cost to familiarize a new contractor with the survey sites, ArcGIS random site selection method, construction of a database and data fields, and then transfer of the data to a new entity for analysis. Since The Nature Conservancy has managed data collection and analysis in 2012 and 2013 through separate efforts, it will be more efficient for them to conduct the final analysis in 2017. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541990 with a business size standard of $15.0 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 04:00 pm, August 16, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
