- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price contract, on a sole source basis, with A.S. Scientific Products of Abingdon, Oxfordshire, United Kingdom for repair services and upgrade of an existing NIST owned "Orange Cryostat - ILL Cryostat" Liquid Helium Cryostat under the authority of FAR Part 13.106-1(b), as implemented by the Federal Acquisition Regulation(FAR) Part 13. The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) currently has a fleet of liquid helium research cryostats that are specially designed for and used in neutron scattering experiments. These cryostats are commonly called either "orange" cryostats or ILL cryostats. The unique features that set these cryostats apart from other research cryostats are their 360 degree access to the sample and absence of cryogens in the horizontal neutron scattering place, the use of thinned aluminum where neutrons are meant to penetrate, liquid cryogen consumption that is independent of the sample temperature, and a sample well with a static volume of exchange gas. The basic design was developed by the Institut Laue Langevin, in Grenoble, France. Due to the high demand of experiments being performed at NCNR, and the rate of success in achieving temperatures below 1.6K, using these cryostats; they require specialized maintenance and service that very few companies can provide with the technical expertise, past performance, and compliance with the government's specifications. It is in the best interest of the government to provide uninterrupted service to the NCNR user program. The original development, design, and engineering of the "Orange Cryostat" currently in use at NIST's Center for Neutron Research (NCNR) was through Institut Max Von Laue - Paul Langevin (ILL). The sole contractor with authorization to access the proprietary technology and components of the "Orange Cryostat" for repair, upgrades, maintenance, and manufacturing is restricted to A.S. Scientific Products. The cryostat repair and manufacturing is solely licensed to A.S. Scientific Products from the "ILL" neutron scattering institute of France. To maintain compliance with the restricted licensing of services and manufacturing established between ILL and A.S. Scientific Products, this requirement will be conducted under the authority of FAR Part 13.106-1(b), Solicit from a Single Source. The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $20,500,000.00. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on August 14, 2017. Inquiries will only be accepted via email to Lynda.Horton.@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
