Description
This is a request to approve the modification of the referenced contract with Nathan Associates, Inc. whose original period of performance is June 4, 2013 to June 3, 2018 and original total estimated cost (TEC) of $18,427,494, with (i) an extension in the period of performance of six months, from June 3, 2018 to December 3, 2018 and (ii) an increase to the total cost ceiling by approximately $2,759,665 to a new TEC of $21,187,159. The contract referenced above is currently fully funded at $18,427,494 with 13 months remaining in the initial contract period. As of April 2017, $16,030,660.10 has been disbursed to the Contractor. Based on the 3-month historical burn rate of $318,050, the project would reach the current ceiling in seven months. The initial TEC budget was spent down quickly due to a $4 million buy-in by the Burma mission to support the establishment of their economic growth portfolio, supporting ASEAN programs. This was not anticipated when the project was first designed and the TEC ceiling determined, although the activity was purposefully designed to be flexible to respond to such requests. With a TEC increase and six-month extension, Nathan Associates, Inc. will continue to implement the ACTI project for its initial contract period, as well as build on the momentum for regional activities begun during the first 2.5 years of the activity.
