- RFP Letter Provisions and Clauses Table 15-2 Cert of Cost and Pricing Data Info Sheet SUBJECT: Request for Proposal (RFP) FA4452-17-Q-0006 HQ AMC/A5Q Electronic Warfare (EW) Simulator 1. It is the intent of the 763 SCONS to award a Firm-Fixed Price (FFP) contract for one Combat Electromagnetic Environment Simulator (CEESIM). This requirement is being solicited as a sole source to Amherst Systems, Inc. a subsidiary of Northrop Grumman Systems Corporation. The North American Industry Classification System (NAICS) for this acquisition is 334511. 2. A response to this request shall consist of the following: a) Pricing- Completion of FA4452-17-Q-0006 Information Sheet, Attachment 1. As described in FAR Part 15.403-4, "the contracting officer shall obtain certified cost or pricing data only if the contracting officer concludes that none of the exceptions in 15.403-1(b) applies." Since none of the exceptions to FAR 15.403-1(b) apply and the requirement is above the $750,000 threshold for obtaining certified cost or pricing data, certified cost or pricing data will be required. a. In accordance with (IAW) FAR 15.406-2(a) A Certificate of Current Cost or Pricing Data is required. (Attachment 2) b. Certified Cost or Pricing Data is required to be submitted IAW FAR 15.408 Table 15-2. (Attachment 3) b.) Technical- Any documentation that demonstrates meeting all requirements set forth in the SIMNET Performance Specification Sheet. The SIMNET Performance Specification Sheet, Attachment 4, and applicable provisions and clauses, Attachment 5, are provided for preparation of a proposal. Offeror is required to provide notification that their Representations and Certifications are available in the System for Award Management (SAM) database before an award can be made. If the offeror is not registered in the SAM, it may do so through the SAM website at https://www.sam.gov/portal/public/SAM/. The offeror accedes to all RFP requirements including: terms and conditions and representations and certifications by submission of a proposal. Any exception to the RFP terms and conditions shall be clearly identified and with accompanying rationale. 4. Delivery of the CEESIM is anticipated 18 months after receipt of order (ARO). 5. This RFP is not authorization to begin performance and in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award a contract in response to this RFP. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. 6.
