Description
This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Leica Microsystems Inc., 1700 Leider Lane, Buffalo Grove, IL 60089, for the acquisition of a Scanscope FL (PMC). 1. #23FLPMCWIN7UP, Scanscope FL ((PMC) Windows 7 upgrade, (1 each) 2. Shipping The Leica Scanscope FL will be used to perform digital fluorescent scanning for ePathlogy, fluorescent image analysis and capturing high quality images for presentations and publications. The CMPB Image Analysis Lab at the NIEHS provides digital scanning analysis for several investigators who depend on this research. The Leica system has been in use since 2011 and needs to be upgrade to support current proprietary software currently in use at the NIEHS. This will ensure that historical data is consistent and compatible with current data. It has been determined that Leica Microsystems, is the only known responsible source capable of providing these supplies and no other supplies will satisfy the agency's requirements. Additionally, the Leica Scanscope FL systems is the only instrument compatible with existing instruments utilized by the lab. The ability to maintain continuity of experimental procedures is crucial to the success of the CMPB Image Analysis Lab. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 333314 "Analytical Laboratory Instrument Manufacturing" and a Size Standard of 500. The anticipated delivery time is 30 days, ARO. NIEHS will solicit and negotiate directly with Leica Microsystems and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at valare.sims@nih.gov and are due by 9:00 AM, August 12, 2017. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Leica Microsystems.
