- SOURCES SOUGHT SYNOPSIS DESCRIPTION This is a SOURCES SOUGHT SYNOPSIS and is for informational / market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-aside for: Small Business (B) NAICS Code: 541711 (Research & Development in the Physical, Engineering, and Life Sciences) Small Business Size Standard: 1000 Employees PSC/FSC: AN41 (Health Services Basic Research) GENERAL INFORMATION: The Department of Veterans Affairs intends to procure laboratory and research services for the Puget Sound Healthcare System, Seattle Washington. Salient characteristics include: Monitoring weight by using wireless (and wireless cellular hotspot) scales for real-time transmission of weight data. Provide wireless Blipcare scales and Blip Connect device hub base stations and monitoring services. Provide and maintain a secure computer server to store weight data of users. Provide and maintain a secure user interface (study portal) for VA Puget Sound research staff to access participant data, using a secure unique username and password, to monitor real-time study participation, using unique study IDs. Provide VA staff with training and guidance needed to use the scale monitoring system, including, but not limited to, troubleshooting study participant questions and concerns. Provide the knowledge and expertise required to guide VA staff in the development of patient study materials as needed, including scale use, scale & Connect device instructions and information Provide the knowledge and expertise required to guide VA staff to ensure that technical requirements are met with regards to regulatory bodies such as the Institutional Review Board, Information Security and Privacy. INSTRUCTIONS TO RESPOND TO SOURCES SOUGHT SYNOPSIS: Any Small Business vendor interested and capable of meeting this requirement should provide a written statement to the Contracting Officer. Vendor response must include at a minimum: Name of Business Point of Contact Name, Phone Number, and E-Mail Address CAGE Code and DUNS Number to show proof of registration in the System for Award Management (SAM) https://www.sam.gov Short Description of Capabilities Provide short description on how you as a Small Business will meet the Federal Acquisition Regulation (FAR) requirement of performing at least 50% of the contractual work. Any response to this notice must show clear and convincing evidence of the Vendor s capability of meeting this requirement. Please note, responses will be shared within the Government and project team, but otherwise will be held in strict confidence. Interested firms shall respond to this synopsis no later than 3:00 PM Pacific Time on 11 August 2017. All responses shall be submitted electronically to jeffrey.abel@va.gov.
