- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health, Division of Laboratory Sciences (DLS) intends to award a sole source firm-fixed price purchase order to Life Technologies, Corporation. The address is 3175 Staley Road; Grand Island, NY 14072-2090. The purpose of this acquisition is to purchase supplies for laboratory reagents needed for DNA sequencing. The statutory authority for this sole source acquisition is in accordance with FAR Part 13.106-1(b)(1) - Brand name required. The NAICS Code for this procurement is 334516 (Analytical Laboratory Instrument Manufacturing). The size standard is 1000 employees. The Government intends to purchase laboratory reagents needed for DNA sequencing by the CDC's Newborn Screening and Molecular Biology Branch (NSMBB). Life Technologies can supply consumables that meet this requirement. Life Technologies provides two critical items which are the Big Dye Cycle Sequencing Cleanup Kit and the Cycle Sequencing Kit. The Big Dye XT Terminator and the Big Dye Terminator are necessary because they are listed in all CDC laboratory standard operating procedures and is compatible with the CDC's Applied Biosystems 3730 and 3500 instruments currently in use in our laboratory. These kits are essential to continuity of study for all ongoing Cystic Fibrosis, Congenital Adrenal Hyperplasia and Hemoglobin B, Hemoglobin A sequencing. Life Technologies is the only manufacturer and the only distributor of this item. Only two reagents are added to the cycle sequencing plate, so samples do not need to be transferred. This can easily be done manually. The Ion Torrent reagents must be compatible with Ion Torrent instrument. CDC believes Life Technologies Corporation is the only source that has the available items that will test for mutations the CDC requires using the instrument platform the CDC already has in their laboratory. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Life Technologies, Corporation. Life Technologies, Corporation is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement. All responses must be sent in writing to Mr. Tim Williams via email to TLWilliams3@cdc.gov using solicitation number 2017-Q-67369 in the subject line, no later than 8:00am Eastern Time, August 21, 2017.
