Page 1 of Page 1 of THIS IS A SOURCES SOUGHT NOTICE (a) ATTENTION SDVOSB/VOSB Vendors. If quotes are received from two or more eligible SDVOSBs or VOSBs and in the estimation of the contracting officer, a contract award can be made at a fair and reasonable price that offers best value to the Government, this procurement will be set-aside to SDVOSB or VOSB sources. (b) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (c) Although proposal, offeror, contractor, and offeror may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (d) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as proprietary or confidential, intended to restrict distribution will not be distributed outside of the Government, except as required by law. (e) This Sources Sought is issued for the purpose of collecting information about the availability of equal products from different sources for the desired equipment listed in Section 1: Price/Cost Schedule that meets the salient characteristics statement of work listed in Section 3. (f) Contractors that feel they have an equal product are encouraged to provide a quote in response to this notice and/or email full information to Joleo Dianala at joleo.dianala@va.gov. Contractors shall identify the NAICS code for the product being offered as well as their size status. Contractors shall complete the Price/Cost Schedule for the purpose of market research. Contractors shall furnish supporting documentation which demonstrates that the proposed equal products meet or exceed the salient characteristics listed in Section 3. Contractors shall include the terms and conditions of the warranty for all products listed in attachment. The online database must be accessible from any workstation within VISN 21 and has the following features: An on-line evidence-based database for drugs and drug therapy retrievable from any workstation within VISN 21. Clinical content must be evidence-based and is preferred to be accredited by an outside accreditation body. Primary drug information database clinical content referenced in-line (each line) with links to primary literature and full literature references. All drug dosing content must have full references. Must provide p-values within the clinical drug data. Summaries of clinically relevant primary literature within the resource (more than just a reference to a source). Comprehensive information available about drug use in special populations including renal impairment, hepatic impairment, geriatrics, dialysis, obesity and other relevant disease states (ex. Cystic Fibrosis, Neutropenia, phenyotype) that will vary by drug. Adverse drug reactions will include percentages of patients affected by the interaction where available and include case reports. Drug identification tool that includes active ingredient (s), drug excipient information (not just color ingredients), and manufacturer data. Require direct links from the drug identification result to toxicology data and to drug clinical information within the result for ease of use. Drug Interaction tool must provide for single drug interactions and multi drug interactions. Must contain Information on adverse effects, special instructions and/or radiological or lab concerns. Clinical medication instructions must provide more clinical information than side effects of the medication. Must contain drugs other than those commonly associated with drug overdoses such as acarbose, capreomycin, busulfan, anagrelide, obidoxime, etc. Provide comprehensive, detailed reproductive risk information, covering a full-range health effects when assessing the reproductive risks of drugs, chemicals, and physical and environmental agents. Provide a disease clinical checklist that provides information on performance measures and recommendations for disease states. Provide patient education leaflets for drugs, diseases, diet, procedures, and laboratory. All patient education documents must be in at least English and Spanish. One click access to drugs with REMS components. One click access to Black Box Warnings drug list. One click access to list of Drug Classes. Ability to go directly into the indications, adverse effects, or interactions section of a drug monograph upon initiation of a search (by entering drug name in search box). Ability to go into a different reference database directly from the drug monograph retaining the search term. Example: From drug to disease content, from drug to toxicology content, from drug to another drug database. Must be able to create a list of drugs that treat a specific indication with results ranked by effectiveness of the drug. Must be able to filter clinical results by drug, disease, or toxicology content upon initial search for ease of use. Provide the chemical and structural formula for the drug. Provide an electronic formulary application within the main user interface with the ability to host multiple formularies, include local documents, links to other websites, and specific formulary communications. Provide the ability to search the VA National Formulary from within the clinical reference system. Must display the established criteria for use for the VA specific drug information. Must include a drug dosing calculator for every drug in the Neonatal and Pediatrics drug information system. Must provide Age- and indication-specific dosing calculators which are pre-populated with evidence-based recommendations that address dose, preparation, and administration. Must include enteral nutrition formula database that allows comparison of multiple products to facilitate selection of the most appropriate nutritional support product for each patient. Must include evidence-based, off-label focused, referenced content specific to the neonatal or pediatric population. All sections of the monograph (not just dosing) must be focused on neonatal/pediatric populations. Onsite training to be performed by a clinician from the clinical reference company. Database must include a drug interaction search function not merely based on manufacturer (i.e., package insert) data, but newly identified drug interactions from the literature. Database must include a drug identification function with an ability to search drugs by description not just imprint information. Database must include a variety of laboratory (i.e., CrCl, drug blood levels) and dosing calculators (i.e., dopamine, heparin, etc).
