- This is a sources sought notice for market research purposes only. This is not a solicitation and no contract will be awarded from this notice. No solicitation or specifications are available at this time. Please monitor FBO as this sources sought notice will not be linked to a solicitation. The Department of the Air Force, Holloman AFB, New Mexico, is conducting market research to determine if any small businesses have thequalifications, experience, personnel, capability, and interest to perform the work described herein. All interested small business firms should respond with a capabilities statement limited to no more than five pages. The North American Industry Classification System (NAICS) code is 541330, Engineering Services. The small business size standard for this code is $15.0M. Background: The contractor shall provide a broad range of technical support to the Basic Expeditionary Airfield Resources (BEAR) Base Systems Support Flight (SSF) with BEAR Base system and equipment product enhancement, improvement and integration functions. BEAR is an Air Force recognized program and is a critical Agile Combat Support (ACS) capability. It provides vital equipment and supplies necessary to bed down and support combat forces at expeditionary sites with limited infrastructure and support facilities. As a minimum, each location must have a runway and parking ramp suitable for aircraft operations and a source of water that can be made potable. BEAR systems also provide mobility operational support, to include, humanitarian relief efforts, and natural disasters. BEAR consists of a variety of systems and equipment, such as personnel shelters, aircraft shelters, food service facilities and equipment, hygiene facilities, power and water production and distribution equipment, heating, air conditioning, and refrigeration equipment, vehicles, runway lighting, vehicle maintenance equipment, civil engineering equipment, and associated spares configured into Mobility Readiness Spares Packages (MRSPs). When combined, these systems and equipment make-up the infrastructure needed to establish an air base in a deployed environment. Project Description - General: The contractor will: Provide all labor necessary to ensure a broad range of technical support to the 49th Materiel Maintenance Group SSF with BEAR Base system and equipment product enhancement, improvement and integration functions. Provide technical assistance in assessing commercially available equipment for suitability in BEAR Base use and ensure systems capability on BEAR Base assets being procured. Assist the SSF in integrating and field-testing proposed BEAR Base system or equipment changes and modernization. Provide technical analysis to aid in planning logistics support for new and/or modified systems and equipment. Assist the SSF in developing and verifying effective solutions to identify equipment/material deficiencies. The experience and job knowledge required is a minimum of 4 years with the following BEAR Base System Operations: mobile latrines and showers, plumbing, air-conditioning, heating, electrical systems, power production, and mobile facilities such as, Dome Shelters, personnel billeting Small Shelter Systems, and Medium Shelter Systems. Submit with bid each contractor employee provide proof of experience relating to BEAR Base Systems as described above. All qualified woman-owned small businesses are encouraged to respond. Respondents will not be notified of the results of this notice. The main purpose of this sources sought notice is to determine if enough interest exists for a small business or other socio-economic set-aside for a future procurement. The estimated period of performance will be a base year from 1 April 2018 to 31 March 2019 with four option years. Total period of performance will be from 1 April 2018 to 31 March 2023 It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following: (1) Examples of projects worked within the last three years of similar size, scope, complexity and duration as the work indicated. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and provide an agency or owner point of contact. (2) Company profile, to include number of employees, annual receipts, office location(s), and DUNS number. (3) Evidence to establish your company's standing as a small business under the applicable NAICS code. Responses must be received no later than 1300, Mountain Standard Time on 22 August, 2017.
