- Under the auspices of Federal Acquisition Regulation 13.106-1(2)(b) the Department of Veterans Affairs Network Contracting Office (NCO) 23, 708 S 3rd Street, Minneapolis, MN 55415 on behalf of the Department Affairs, Omaha VA Medical Center, 4101 Woolworth Ave, Omaha, NE 68105, anticipates entering into a sole source, fixed price, service/maintenance contract with Beckman Coulter, to provide the necessary manpower and supervision to properly execute the maintenance and repair of Beckman Coulter model XL100K and model L100XP ultracentrifuges. The contracted field service representative must be trained by the Original Equipment Manufacturer (OEM) on the specific model of equipment he/she is being asked to work on. Provide preventive maintenance, which is a proactive service to reduce the centrifuges down time. Examples of work required are, but not limited to, the following: provide on-site labor, travel, repairs and parts. Provide updates on system and software functionality. Service to be provided by authorized and factory certified Beckman Coulter technicians only. To include engineering modifications supported by genuine new parts. It is the Governments belief that Beckman Coulter is the sole manufacturer/maintenance provider of these centrifuges, and by awarding directly to Beckman Coulter, the Government will reduce liability and risk. This notice of intent is not a request for competitive proposals. However, all responses received within 3 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is not a formal solicitation. The notice is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. The closing date for this synopsis is August 11, 2017 at 3:30pm CT. The Government reserves the right to execute an award without publishing a solicitation. Detailed capabilities must be submitted to ken.eshom@va.gov no later than the time and date noted.
