Description
Interested Vendors List as of 1PM ET 8/7/17 Letter from Land Owner The purpose of this Amendment is to address construction access on private land and to include a copy of the interested vendor's list from FBO.gov as of 1:00PM ET on 8/07/2017. The specifications mention the fact that the pipeline is to be constructed on an existing 10ft wide utility easement. However, access to the site and the land on which the resultant contractor will need to place equipment and materials includes private land not controlled by the NRCS. There are two owners of private land in the affected area. One of the owners has provided a list of conditions to which the contractor must abide. This is provided for your awareness when bidding the project. The NRCS cannot guarantee that these conditions will remain the same. Consequently, bidders are encouraged to submit bids based on the conditions provided in this amendment. Any subsequent change to these conditions by the private landowners that cause an increase in the cost to perform the work called for under this contract will not be paid for by the NRCS. Consequently, the resultant contractor will need to resolve any increased cost between themselves and the private landowners. If the contractor is unable to come to an agreement with the landowner, the contractor should not proceed with the expectation that the NRCS will pay the increased cost, as the NRCS is not obligated to pay any such costs. Performance of any work not approved in advance by the contracting officer will be performed solely at the contractor's risk. Instead, the contractor shall immediately notify the contracting officer so that he or she can provide guidance on how to proceed. All other terms and conditions remain the same.
