Description
The U. S. Army Corps of Engineers (USACE), Walla Walla District, is issuing this special notice to inform industry of the intent to solicit and negotiate solely with Paragone Solutions, INC., for provide ATO Contractor Support for the Walla Walla District. A determination not to compete this proposed contract has been made Pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This procurement is being conducted under Simplified Acquisition Procedures, only one 8(a) source is reasonable available. The USACE Walla Walla District currently has an application portfolio that comprises 20 closely-related application modules. Based on conversations with the CWBI program, it is anticipated that these modules will become part of the CWBI portfolio in FY2020/FY2021 timeframe, and covered by their ATO once migrated. Until these applications migrate to CWBI, they must comply with USACE, U.S. Army, and DOD system security requirements, including obtaining an ATO and meeting USACE CECI mandated FISMA reporting requirements. The Walla Walla District intends to utilize the CWBI ATO model and documentation, plus incorporate the single reporting unit definition into its own ATO strategy. It is desired that the Walla Walla application portfolio follow as closely as possible CWBI's ATO model and annual FISMA reporting requirements. This will facilitate a seamless migration into CWBI once CWBI is prepared to accept Walla Walla's application portfolio into its own. This includes using CWBI's documentation package, and aligning with CWBI's application development STIG policies and procedures as much as possible (note: the AppDev STIG currently entails 290 unique security requirements). Combining all the business lines will allow for consistent integration and linkage of data and reduce duplicative management and administrative burdens. It will provide a single oversight and management focusing on decision support. The North American Industry Classification System (NAICS) for this requirement is 541511, Custom Computer Programming Services, for this Award. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice.
