- CDRL B013 Software Debugging and Development Environment Test Equipment CDRL B012 Depot-Level Test Equipment Performance Work Statement LRIP Rifleman Radio Sustainment 02 Aug 2017 This is a Request for Information (RFI) only. This is not a request for Quotations or Proposals. The Government will not reimburse contractors or responders to this notice for any costs incurred in responding or in any subsequent exchange of information. The U.S. Government (USG) reserves the right to reject, in whole or in part, any private sector input as a result of this Market Survey. The USG is not obligated to notify respondents of the results of this survey. All proprietary and restricted information shall be clearly marked. Any documentation provided will not be returned. All interested sources are invited to provide responses to the questionnaire below. Please submit responses to the questionnaire electronically as one complete document in the questionnaire structure below in a format chosen by the responder. Sustainment Support Requirements: Sustainment support is required for the LRIP AN/PRC-154(V)1, AN/PRC-154A(V)1, and AN/PRC-154C(V)1 Rifleman Radios. Sustainment requirements include: 1) the repair of previously delivered Rifleman Radios; 2) software maintenance support, and the preparation and/or update and delivery of software documentation; 3) update, set-up, and delivery of existing and new software tools in a software testing and troubleshooting environment, update of existing or delivery of new software technical documentation, and post-delivery software testing and troubleshooting environment technical support; 4) preparation, delivery, and set-up of depot-level maintenance and repair environment and software/firmware loading tools and test equipment, preparation of depot-level hardware maintenance and repair and software/firmware loading maintenance procedures, and training to USG personnel for performance of hardware maintenance and repair and software/firmware loading for the RT-1954/U, RT-1954A/U, and RT-1954C/U Receiver-Transmitters to include post-delivery repair and software/firmware loading technical support; 5) manufacture and delivery of RT-1954C/U LRIP Rifleman Radio Receiver-Transmitters spares and depot-level repair parts; 6) update of existing LRIP Rifleman Radio Operator and Field Maintenance Technical Manual, Provisioning Parts Lists, Repair Parts and Special Tools Lists, Engineering Data for Provisioning and interface/envelope drawings; 7) Diminishing Manufacturing Sources and Material Shortage and parts obsolescence management; 8) Design Change Notice and Engineering Change Proposal preparation; and 9) Field Service Representative operation and maintenance technical support. NOTE: The Government does not possess or have access to the technical data below the Line Replaceable Unit (LRU) level to support the completion of the sustainment support requirements identified in this Market Survey. 1. Please describe how each of the identified sustainment support requirements will be met. 2. Are there any aspects of the identified LRIP Rifleman Radio sustainment support that will be difficult to deliver, or require an extended lead-time to complete? If yes, describe the technical challenges and schedules to provide the identified sustainment support. 3. What is the expected number of days from contract award to repair previously delivered LRIP Rifleman Radios; produce and deliver 100 each of LRIP Rifleman Radio RT-1954C/U Receiver-Transmitter sustainment spares; and to produce and deliver depot-level repair parts? 4. What is the expected number of days from contract award to produce, deliver and set-up complete LRIP Rifleman Radio depot level hardware maintenance and repair capability, to include the training of USG personnel? 5. What is the expected number of days from contract award to produce, deliver and set-up the LRIP Rifleman Radio depot software/firmware loading tools and test capability, to include the training of USG personnel? 6. What is the expected number of days from order award to produce and deliver complete LRIP Rifleman Radio depot level hardware maintenance and repair capability for the RT-1954/U, RT-1954A/U, and RT-1954C/U Receiver-Transmitters, to include the training of USG personnel? Please provide any questions, comments, or feedback addressing the sustainment requirements identified.
