Description
The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source. This action is authorized under 41 U.S.C. 1901 ( and 10 U.S.C. 2304) as implemented by FAR 13.501(a)(1) "Sole Source Acquisitions." This proposed contract action is not a request for competitive proposals. All responsible sources that are interested in this requirement may submit a response (capability statement, proposal, or quotation), which shall be considered by the Government. However, the Government will not consider any such response it receives after the deadline of August 22, 2017, for its receipt of such responses. The Government is interested in considering an alternate source that meet s the Government's requirements if such an alternat e source would not result in (1) substantial duplication of cost to the Government that is not expected to be recovered through competition, or (2) unacceptable delays in fulfilling the agency's requirements. A determination by the Government not to compete this proposed contract action based upon responses to this proposed contract action is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Background: Defense Health Agency (DHA), Vision Center of Excellence (VCE) uses Computer Software (as defined in FAR Part 2) licenses from Actuate for the BIRT Computer Software to support the Defense and Veterans Eye Injury and Vision Registry (DVEIVR) program by providing an analytics and data visualization platform. This Computer Software (OpenText BIRT) was integrated into the DVEIVR system following an extensive development process which included extensive integration of the Computer Software and also developing custom software code. VCE has the right to use these Computer Software licenses for its OpenText BIRT program for three more successive option years beginning September 28, 2017, and ending September 27, 2020. Option year one for its use of the OpenText BIRT licenses expires on September 27, 2017. The Government's requirement for this proposed contract action is twofold. First, VCE requires an analytics and data visualization platform to support the Defense and Veterans Eye Injury and Vision Registry (DVEIVR) program. Second, VCE requires a dashboard feature to more effectively meet the requirements of users of the DVEIVR program. The proposed contract action is to acquire (1) the Computer Software licenses from Acutate Corporation to use its OpenText BIRT Computer Software currently supporting the DVEIVR program by providing an analytics and data visualization platform; and (2) the dashboard feature that would expand the capabilities of the OpenText BIRT Computer Software to more effectively meet the requirements of users of the DVEIVR program. The required period of performance for this contract is: Base Year: 28 September 2017 - 27 September 2018 Option Year 1: 28 September 2018 - 27 September 2019 Option Year 2: 28 September 2019 - 27 September 2020 To be considered for this requirement, the contractor must clearly and satisfactorily address the following in the context of supporting the DVEIVR program by providing an analytics and data visualization platform : •1. Capability to deliver Computer Software fully functional for agency use on or before September 27, 2017, including requirements development, design, system integration, data migration, testing and evaluation, and training. •2. Capability to provide Computer Software with appropriate Information Assurance documentation and Authority to Operate (ATO) on the Department of Defense (DoD) network on or before September 27, 2017. •3. Capability to transition to the new Computer Software seamlessly and available for VCE use on or before September 27, 2017. •4. Capability to provide new Computer Software that is the same or better functionality than the current Computer Software to justify the price associated with meeting VCE's requirements with the new Computer Software. The following are the minimum functionality requirements for such new Computer Software: •a. Integrate into.Net application providing reporting and analytical tools to support the Vision Center of Excellence Defense and Veterans Eye Injury and Vision Registry (DVEIVR) •b. Provide a reporting tool for building and publishing reports against data sources ranging from typical business relational database, NoSQL Databases, XML data sources, JSON data sources, and in-memory datasets •c. Integration into.Net application providing reporting and analytical tools to support the Vision Center of Excellence Defense and Veterans Eye Injury and Vision Registry (DVEIVR) •d. Provide a reporting tool for building and publishing reports against data sources ranging from typical business relational database, NoSQL Databases, XML data sources, JSON data sources, and in-memory datasets •e. Provide an Interactive Reporting Capability allowing report users to further refine published report data sets •f. Capability to export report content to PDF, Word, and Excel •g. Capability to export data sets as csv •h. Capability to schedule automated report runs •i. Capability to aggregate data from multiple data sources •j. Capability to cache large datasets to increase report response times •k. Capability for an intuitive and robust report designer function which includes report templates •l. Ad-hoc reporting capability •m. Capability to provide Role Based Access Control (RBAC) for data access at source, table, column, and row level •n. Capability to report de-identified information if the user is not authorized to view personally identifiable information (PII) •o. Capability for charting function that enables charts to be included in reports •p. Capability to provide Single Sign On with PKI Capability to provide the following hardware: •a. Processors capability: Windows: x64 compatible, Pentium 1 GHZ or higher •b. RAM 8 GB capability minimum •c. Free disk space capability: 3 GB minimum •6. The Contractor's estimated price (and breakdown) to meet the Government's requirements identified for this proposed contract action. In order to be considered for this requirement, responses to this proposed contract action must clearly and satisfactorily address 1-6 above. The anticipated contract award date is September 27, 2017. Justification for Award Using Other than Full and Open Competition: This award will be placed under the authority of FAR 13.501(a) "Sole Source Acquisitions." This procurement is anticipated to result in a sole source contract to Actuate to meet the Government's requirement. Actuate has, as the developer and maintainer of the current OpenText BIRT Computer Software providing the analytics and data visualization platform to support the DVEIVR program, the qualifications necessary to meet this Government requirement. Also, Actuate owns the OpenText BIRT-BIRT Dashboard software and has not licensed, nor is it obligated to license, this product for resale.
