- THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract General Services Administration (GSA), Public Buildings Services (PBS), Region 2 anticipates issuing a solicitation that will result in one General Construction contract. The Ted Weiss Federal Building is a 34-story, office building built in 1994 of granite and steel construction as part of the $700 million Foley Square Project. The building was named after the late Congressman Ted Weiss, who represented this district in the House of Representatives from 1977 until his death in 1992. The building contains 768,759 square feet of office space and approximately 163 indoor parking spaces. The Ted Weiss Federal Building has the distinction of being the first federal building in the nation to participate in and receive the prestigious Energy Star Building Label from the Department of Energy (DOE) and Environmental Protection Agency (EPA). The passenger and freight elevators have reach the end of their useful life. The General Services Administration (GSA) intends to modernize the existing 16 passenger elevators, 2 freight elevators, and associated elevator machine rooms at the Ted Weiss Federal Office Building. The project includes, but is not limited to, providing all labor, materials, tools and equipment necessary to modernize eight (8) low rise/mid rise elevators -Low rise, and Midrise, and two (2) service elevators - as well as associated work in mechanical, electrical and plumbing, as indicated on the Drawings including all phasing, sequencing, as noted in the general and supplemental general conditions and general project requirements of Division 1. Work in the extension of existing conditions shall correspond in all respects with the existing conditions to which it connects, or to similar existing conditions, in materials, workmanship and finish. This sources sought identifies potential General Contractor (GC) services on an as needed basis for a term of this contract. This contract will be a negotiated procurement issued in accordance with FAR Part 15. In this process, the Government anticipates to award to the most highly qualified GC firm with whom it can negotiate a fair and reasonable price. GSA is also seeking information on GC firms that are interested in this acquisition who qualify under the 8(a) Program, the HUBZone Program, Women Owned, and/or the Service-Disabled Veteran-Owned Small Business Procurement Program for subcontracting opportunities. The North American Industry Classification System Code for this potential acquisition is 236220, Commercial and Institutional Building Construction. The Small Business size standard is average annual sales and receipts for the past three years that are less than $36,500,000.00. The Government anticipates issuing the solicitation for this acquisition around February 2018. The estimated cost of construction is between $8 and $10 million. If you are an interested firm, please address the below along with your Written Letter of Interest. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1. Has your firm provided GC services for at least three building construction projects of a minimum value of $10,000,000? Provide a brief narrative that demonstrates your firm's capabilities providing construction services. 2. Has your firm performed phased construction within an operational/occupied building or site on a construction project with a minimum value of $10,000,000? Provide a brief narrative of the most recent project demonstrating this capability and your firm's capabilities in providing the necessary coordination to deliver the project on time, on budget and with minimal disruption to the operations. 3. Does your firm have specialized experience working on Elevator Modernization Projects? a. Briefly describe your experience on major elevator projects and include the dollar value of your largest project. 4. Does your firm have the Bonding Capacity for a project over $10,000,000? b.What is your maximum bonding capacity? 5. Has your firm worked on a project that involved LEED strategies and required documentation for a LEED rating submission? 6. Is your firm considered a small business concern with a size standard of less than $36,500,000 in annual receipts average over the last 3 fiscal years? 7. Is your firm certified under a Small Business Administration Socio-Economic Program, such as SBA- Certified HUBZone, SBA- Certified 8(a), Small Disadvantaged Business (SDB) concern or a Service- Disabled Veteran Owned Small Business (SDVOB)? If yes, state which SBA Program. Submission Instructions: As this notice is a Sources Sought announcement, interested firms should submit a Written Letter of Interest along with a response to the questions contained within this notice to Sebastian Asaro, Contracting Officer. All responses must be submitted via email to Sebastian.asaro@gsa.gov by 5:00pm EST on August 21, 2017. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to firms regarding submissions. No hard copies will be accepted. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery. All information furnished to the Government in response to this notice will be used for review purposes only. This is not a Request for Proposal (RFP).
